Primary objective

Provide expert strategic advice, leadership and governance in respect to emergency management and security for the department.

Context statement

The Emergency Management and Security unit undertakes the lead of emergency shelter responsibilities and provides governance

and leadership in respect to emergency management, critical incidents, and security for the department. This includes delivery of

the Chief Executive's obligations under the Territory Emergency Plan and ensuring a proactive approach to emergency and

security in schools and workplaces.

Key duties and responsibilities

1. Provide strategic and expert advice on matters relating to emergency management, security and critical incidents, and business

continuity, in a systemic and project-based manner.

2. Lead a small team and provide leadership and strategic advice on departmental emergency management across all event

phases, critical incident and security matters relating to policy development and service delivery.

3. Provide strategic support to the department's Emergency and Incident Management Committee, including any senior

executive oversight group stood up as part of an emergency, critical incident or security response.

4. Represent the department and work in partnership with Australian Government and Territory wide whole-of-government

committees regarding emergency and security management functions.

5. Ensure the development and maintenance of effective security and reporting systems in all areas of responsibility.

Selection criteria

Essential

1. Demonstrated knowledge in the interpretation and practical application of legislation and policy frameworks relating to

emergency response, critical incident response and security planning and implementation.

2. Strong experience and demonstrated proactive leadership in operational planning, preparation, response and recovery,

including managing teams to deliver positive outcomes.

3. Proven capability and experience in strategic planning, project management, program and policy development, review and

evaluation.

4. High level knowledge of the security risks in workplaces, including development and implementation of mitigation strategies.

5. Proven experience in operating successfully in crisis or pressure situations; making sound operational decisions and achieving

results whilst maintaining a high level of professionalism, resilience and self-moderation.

6. Demonstrated excellence in verbal and written communication, interpersonal collaboration, facilitation and influencing skills

including proactive relationship management and stakeholder engagement across diverse groups at all levels of an organisation.

Desirable

1. Qualifications in a related discipline such as emergency management, project management, security risk management or similar.

2. Knowledge and understanding of the cultural and geographic complexity of urban, regional and remote service delivery.
