Primary objective

Provide high-level audit and risk advice to the Chief Executive, Executive team, and broader agency. Provide high-level secretariat services

to the Audit and Risk Committee. Manage the audit and risk frameworks and provide advice, undertake research and analysis to contribute

to the review or development of corporate audit findings.

Context statement

The Strategic Services Unit provides high-level administrative, audit and risk, infrastructure and program delivery, work health and safety

and governance support to assist the Chief Executive to drive and achieve outcomes for NT Fire and Emergency Services (NTFES). As part

of the audit and risk function, Strategic Services is responsible for managing investigations into complaints, misconduct, corruption, and

fraud, and will review Information Commissioner Against Corruption referrals or incidents, as requested by the Chief Executive.

Key duties and responsibilities

1. Provide high quality evidence-based analysis, research, strategic advice and comment across a range of audit and risk issues that

impact NTFES and the Territory.

2. Provide advice on and review internal policies and procedures, to align with government priorities and to ensure efficient operation

and government reporting requirements are met.

3. Research, analyse and review policy issues, identify emerging issues, develop evidence-based options, and recommend solutions to

resolve problems and mitigate risks.

4. Conduct audit and investigation on behalf of NTFES, and prepare, coordinate and provide input to high level correspondence such as

audit reports, memorandums, meeting papers and other publications.

5. Lead and support the development and management of operational risk registers in alignment with NTFES' strategic plan and other

implementation plans.

6. High level interpersonal and oral and written communication skills with the ability to express ideas clearly and fluently.

Selection criteria

Essential

1. Demonstrated high level experience in policy and research, analysis, development, evaluation, and innovative thinking, including high-

level conceptual skills in dealing with complex issues and delivering clear and considered advice.

2. Demonstrated high-level written and oral communication skills and ability to meet the requirements of a wide range of audiences to

facilitate a collaborative approach to implement appropriate governance.

3. Experience leading small projects, analysing policy/issues, and developing solutions.

4. Excellent interpersonal, problem-solving and negotiation skills, with the ability to engage with staff and managers to influence change.

5. Demonstrated track record of conducting audits, reviews, investigations, monitoring compliance, and developing subsequent

reports and recommendations aimed at senior management.

6. Sound understanding of emerging risks impacting on NTFES, the Territory, and nationally in government and emergency management

contexts.

7. Demonstrated experience in managing sensitive and confidential information.

Desirable

1. Tertiary qualifications relevant to the position or sound experience in a similar position.

2. Sound knowledge of the agency, including its statutory and corporate responsibilities.
