The Social Services Regulator is committed to strengthening protections and rights of vulnerable Victorians accessing social services.
The Social Services Regulator is a statutory authority that was established under the Social Services Regulations Act 2021 (the Act). The Act gives effect to a comprehensive new regulatory scheme that aims to keep Victoria's social service users safe from harms such as abuse and neglect.
The purpose of the scheme is to:
support the safe delivery of social services
embed a new set of Social Service standards for all service providers
ensure service providers understand their role in protecting the rights of social service users
define roles and responsibilities of service providers
give the Regulator monitoring and enforcement powers to respond to risks of harm
improve information sharing between regulators so they can identify and respond to risks of harm
replace the framework previously overseen by the Human Services Regulator.
The scheme applies to prescribed services set out in the Social Services Regulations 2023 (Regulations). They include:
Child protection services
Community based child and family services
Disability services
Family violence services
Homelessness services
Out of home care services
Secure welfare services
Sexual assault services
Supported residential services.
THE ROLE
Reporting to the Social Services Regulator and as a key member of the Executive Leadership Team, the role will be pivotal in guiding transformational change, driving government's Child Safety reform agenda and shaping the future direction of the Social Services Regulator (SSR).
On 20 August 2025, the Victorian Government announced a Child Safety Overhaul, which included accepting all 22 recommendations of an independent Rapid Child Safety Review. As part of the overhaul, government announced changes to the Social Services Regulator which includes bringing the Working with Children's Check (WWCC) Unit, the Reportable Conduct Scheme and Child Safe Standards under one roof. The WWCC/SSR will also receive new powers following changes to legislation to consider unsubstantiated allegations and intelligence in deciding whether to grant clearances and proactively share this information with other regulators with the objective of strengthening the safety net around children.
The latest government announcements compliment earlier commitments from government to bring the Victorian Disability Worker Commission and Disability Services Commission under the SSR.
The position leads the development and implementation of major and complex strategic and operational activities to support the operationalisation of the Child Safety Reforms at the SSR, to ensure ongoing delivery of effective and efficient safeguarding activities that are aligned with SSR objectives and whole-of-government priorities.
The role will work closely with DFFH and other departments to implement and embed the reforms.
ACCOUNTABILITIES INCLUDE
- Drive the development and implementation of major and complex a strategic and operational activities to support the operationalisation of the Child Safety Reforms at the SSR.
- Provide clear strategic direction and leadership to align the reform initiatives with the broader Child Safety Reforms and long-term public policy goals.
- Develop businesses cases to inform government of the costs and benefits realisation of Child Safety Reforms.
- Build and maintain strong relationships with key stakeholders, including ministers, agencies and the public, to ensure inclusive and informed reform processes.
- Establish and maintain robust governance structures, identify risks early, and ensure appropriate mitigation strategies are in place.
- Lead change initiatives within the SSR and across government to support the successful adoption of new regulatory frameworks and practices.
- Coordinate efforts across multiple agencies to ensure harmonised and coherent reform implementation.
- Ensure timely delivery of reform milestones and outcomes, using project management methodologies to track progress and resolve issues.
