About the role
As Procurement Manager, you will lead end-to-end sourcing and contract management activities to deliver optimal commercial outcomes for V/Line. This role is pivotal in driving value through strategic procurement practices that ensure price, quality, reliability, and timeliness, in alignment with Victorian Government Purchasing Board (VGPB) policies and procedures.
You will manage sourcing processes from requirements analysis and sourcing strategy through to supplier selection, negotiation, and contract award. Working closely with internal stakeholders, you will prepare sourcing documentation (EOI, RFT, RFP), develop evaluation criteria, and lead contract negotiations.
Post-award, you will oversee contract management, focussing on commercial and supplier performance management, and issue resolution. You will also play a key role in Supplier Relationship Management (SRM), fostering strategic partnerships, driving innovation, and promoting engagement with First Peoples owned, small to medium enterprises and regional suppliers.
This role requires a proactive leader who can lead by example, guide stakeholders through procurement processes, ensure probity, transparency and compliance, and continuously improve sourcing strategies to meet evolving business needs.
About you
You are a commercially astute procurement professional with a strong track record in leading strategic sourcing and contract management across diverse categories. With a deep understanding of procurement frameworks and a collaborative, problem-solving mindset, you bring both strategic thinking and operational excellence to deliver value-for-money outcomes. You thrive in complex environments, build strong stakeholder relationships, and are passionate about continuous improvement and capability uplift. This role will have one direct report reporting into the position.
Our ideal candidate will possess the following:
- Strategic Procurement Capability: Proven experience in category management, procurement lifecycle, and providing strategic advice to senior stakeholders.
- Commercial and Negotiation Skills: Strong commercial acumen with a track record of leading complex negotiations and delivering value-for-money outcomes.
- Stakeholder Engagement and Influence: Excellent communication and relationship-building skills, with the ability to influence and align stakeholders to procurement strategies.
- Leadership and Team Development: Demonstrated ability to mentor staff, build team capability, and foster a high-performing, collaborative culture.
- Analytical Thinking and Change Agility: Strong problem-solving skills and adaptability, with a focus on continuous improvement and aligning procurement with business priorities.
- Values-Driven Leader: Demonstrated alignment with V/Line's values of responsiveness, integrity, impartiality, accountability, respect, leadership and human rights.
