Primary objective

Lead a mining team to manage a licence transition program to facilitate the transfer of deemed mining licences granted under the

former Mining Management Act 2001 (MMA) into the Environment Protection Act 2019 (EP Act)environmental mining licensing

scheme, to deliver risk-based, contemporary regulation of the mining industry, ensuring alignment with the EP Act, agency strategic

objectives and Northern Territory Government policy frameworks.

Context statement

The Mining Division regulates mining activities from the initial assessment of projects and grant of environmental mining licence

through to closure, including monitoring operator compliance and mine site remediation and rehabilitation.

Key duties and responsibilities

1. Establish and manage a licence transition program to coordinate the preparation and submission of replacement licence

applications by mining operators to ensure the efficient transfer of all ongoing authorised mining activities to the environmental

mining licensing scheme, and the cancellation of approvals for non-ongoing activities, before 1 July 2028.

  1. Lead a small team of professional officers in the coordination, facilitation and assessment of replacement licence applications

for mining activities in the Northern Territory, providing expert guidance to shape best practice methods in the assessment of

risk, calculation of security bonds and preparation of evidence-based recommendations for consideration by the delegate.

  1. Provide high-quality, practical advice to mining operators and company representatives in the development and submission of

documentation for approval under the EP Act to assist them to comply with legislative requirements whilst balancing

commercial imperatives.

  1. Project manage and identify solutions to complex regulatory matters including providing evidence-based recommendations

for effective systems support or enforcement actions.

  1. Develop and maintain collaborative and productive working relationships across the agency and with external stakeholders to

support effective regulation of mining activities in the Northern Territory.

Selection criteria

Essential

1. Tertiary qualifications in a related discipline (e.g. environmental science or environmental management)

  1. Significant experience in the regulation of a major industry, preferably mining, including the proven ability to apply and guide

others in risk-based and contemporary regulatory practices.

  1. Demonstrated effective leadership and people management skills including supporting change and fostering positive

workplace cultures.

  1. High level written and oral communication skills, including the ability to tailor messages to suit diverse audiences, and well-

developed negotiation and interpersonal skills with proven performance sustaining productive relationships with a diverse

range of, and sometimes challenging, stakeholders.

  1. Demonstrated commercial acumen, high level strategic, conceptual, and analytical skills with the demonstrated ability to deliver

complex projects in tight timeframes.

Desirable

1. Working knowledge of the mining sector, the Environment Protection Act 2019 and former Mining Management Act 2001, and

how assessment and compliance activities can either facilitate and/or hinder economic development within the Territory.

  1. Demonstrated experience in compliance and enforcement, including holding Certificate IV in Government Investigations and

effective management and interrogation of spatial data using GIS.
