This position may be eligible for a statutory 2.5%25 base pay increase effective on July 1, 2026.

POSITION OVERVIEW:

The Deputy Administrator of Outreach for the Workforce Services Division leads all activities within the Job Service Bureau and Business and Education Engagement Bureau and assures coordination between bureaus. The position is also responsible for assisting in the execution of the division's strategic direction and operational capacity and reports to the Workforce Services Division Administrator.

Essential Functions

The Deputy Administrator of Stakeholder Engagement will:

  • Lead the development, coordination, and execution of comprehensive stakeholder engagement strategies to strengthen collaboration with employers, industry associations, education providers, labor groups, legislators, and community-based organizations.
  • Identify key workforce partners and guide targeted outreach plans that align with the Governor's workforce priorities and the State Workforce Innovation Board (SWIB) strategy.
  • Collaborate on policy design and program development to ensure Division initiatives are responsive to regional labor market data and employer needs.
  • Represent the Department and Workforce Services Division with professionalism in meetings, conferences, and public events, including engagements with federal and national partners.
  • Oversee bureau operations for the Job Service Bureau and Business and Education Engagement Bureau, ensuring performance metrics, outcomes, and improvement initiatives are managed effectively.
  • Monitor stakeholder satisfaction and utilize feedback to inform strategic planning, service delivery, and continuous improvement efforts.
  • Supervise and coach bureau leaders, fostering a culture of accountability, innovation, and collaboration across the Division.
  • Provide strategic direction for communication and reporting, ensuring that division goals, achievements, and initiatives are clearly conveyed to internal and external audiences.

Required Skills & Competencies

  • Strategic Stakeholder Engagement: Building and sustaining partnerships with employers, education providers, labor representatives, and community partners to align with workforce priorities.
  • Public Speaking and Presentation Leadership: Delivering engaging presentations and briefings to diverse audiences, including executive leadership, legislators, and community stakeholders; translating technical and operational insights into compelling, accessible narratives that support informed decision-making.
  • Communication and Representation: Communicating effectively with high-level stakeholders, including legislators and federal partners, and representing the Department in public forums through participation in meetings, working groups, and delivering formal presentations.
  • Policy and Program Development: Analyzing workforce and education trends, translating insights into program or policy recommendations, and aligning initiatives with federal and state workforce system goals.
  • Team Development: Inspiring and mentoring leaders within the bureaus, promoting collaboration, accountability, and mission focus across teams.
  • Adaptability and Judgement: Navigating politically complex or rapidly changing environments with integrity, diplomacy, and sound decision-making.
     

MINIMUM QUALIFICATIONS (Education & Experience)

Candidates must demonstrate progressively responsible experience or education that equips them with the knowledge, skills, and abilities necessary to perform the duties of this position. Qualifications are typically met through:

  • Demonstrated ability to lead and manage complex programs or departments, typically gained through senior-level leadership experience.
  • Demonstrated success in building partnerships across public, private, and educational sectors to advance strategic objectives.
  • Proven expertise in organizational administration, strategic planning, and operational management, supported by advanced education or equivalent experience.
  • Strong decision-making and problem-solving skills developed through progressively responsible experience in roles related to program or business management.
  • Advanced knowledge of workforce services, public administration, or business management.
  • Experience supervising or directing professional staff, including setting goals, evaluating performance, and supporting professional growth.
  • Knowledge of state and federal workforce systems such as WIOA, labor market information, apprenticeships, or workforce training programs.
  • Experience in budget administration, performance management, or operational oversight within a complex program or organization.

A Master's degree in public administration, business, workforce development, or a closely related field may supplement relevant professional experience but is not a substitute for demonstrated skills and competencies in the areas noted above. Equivalent combinations of education and directly related experience will be considered.
