The Collaborative Centre for Mental Health and Wellbeing is a Victorian public entity led by a unique Co-CEO partnership and governed by an independent skills-based Board who report to the Minister for Mental Health. About the role:

The Victorian Collaborative Centre for Mental Health and Wellbeing is seeking a Finance and Procurement Officer to lead and deliver strategic, end-to-end procurement activities across its suite of programs. This role plays a key part in ensuring all procurement is fit-for-purpose, compliant with Victorian Government policies, and supports the timely acquisition and management of equipment and professional services. Key responsibilities include developing sourcing strategies, negotiating contracts, managing supplier relationships, and maintaining strong connections with partners to achieve efficient, compliant, and value-for-money outcomes for the Collaborative Centre.

The Collaborative Centre plays a central role in system transformation and over the next three 3 years, we will prioritise translational research and systemwide workforce training and capability development, particularly for the lived and living experience workforce.

Through our existing partnerships with clinical, academic and lived experience organisations we will produce research informed by lived experience and translate the outcomes of that research into new and innovative models of care for better mental health and wellbeing outcomes for all Victorians.

Able to demonstrate or have experience in:

  • Developing and implementing processes or strategies to ensure the meaningful engagement and full participation of those with lived and living experience of mental ill-health or psychological distress.
  • Leading and supporting end-to-end procurement activities, including planning, documentation, approvals, vendor engagement and contract finalisation, in line with policy and relevant legislation.
  • Developing, managing and maintaining procurement and funding documentation, systems and records to support compliant accurate, timely, and transparent purchasing processes.
  • Providing operational and administrative support for finance, budgeting and forecasting processes, including use of systems such as Oracle, PowerBI and the Commitments Register.
  • Supporting financial monitoring, payment of invoices, budgeting and forecasting activities, and contribute to the identification, tracking and reporting of cost saving opportunities.

Qualifications / Specialist Expertise

  • Demonstrated knowledge of relevant government legislation and experience in procurement, contract and finance management activities is essential.
  • A relevant tertiary qualification is desirable.
  • Demonstrated experience working with people who have a past or current lived experience of mental ill-health or psychological distress is preferable.
