The Program

The Kiribati-Australia Skills for Employment Partnership (KASfEP) is a key investment of the Australian Government in Kiribati. The Partnership supports the development of a more capable, qualified and mobile I-Kiribati workforce and improved management and coordination of the national skills sector. The focus of the Partnership's investment is the Ministry of Employment and Human Resources (MEHR) and Kiribati Institute of Technology (KIT). KIT is one of four divisions of MEHR. KIT is a regionally recognised training provider under The Pacific Community's Education Quality and Assessment Program (EQAP) and delivers a range of in-demand skills training programs from short courses to Advanced Diploma level.

The Role

The short-term adviser (STA) will be responsible for designing and delivering a contextualised short course in safety and security fundamentals, tailored to the needs of KIT and local industry. The role includes mentoring KIT staff, conducting stakeholder consultations, and developing operational guidelines for security personnel. The STA will also facilitate professional development sessions for KIT staff and students, and contribute to the long-term vision of establishing accredited security training at KIT.

Key responsibilities include:

  • Participate in orientation visits to KIT's training sites in Betio and selected industry locations.

  • Design and deliver a short course in safety and security fundamentals to key stakeholders.

  • Provide mentoring support to KIT's representatives to build internal capacity for future training delivery.

  • Draft and finalise operational guidelines for security staff, addressing key areas including but not limited to visitor monitoring, traffic management, crowd control, workplace health and safety (WHS), and professional conduct.

  • Facilitate professional development sessions for KIT staff to clarify security requirements and expectations.

  • Collaborate effectively with key stakeholders, including MEHR, security providers, and industry and KIT representatives.

About You

You will bring demonstrated experience in security operations and training delivery, with the ability to design contextualised programs, mentor diverse groups and develop clear operational guidelines. Strong WHS knowledge, analytical skills, and cross-cultural communication abilities will enable you to work effectively with stakeholders across in the Pacific.

Selection Criteria:

  • Demonstrated experience in security operations and management.

  • Sound knowledge of WHS standards and security protocols in institutional settings, including experience in guideline development.

  • Proven experience in designing and delivering contextualised training programs for capacity development.

  • Strong facilitation and mentoring skills for diverse groups.

  • Outstanding analytical and written skills in English, with experience producing high quality reports and other documentation for varied audiences.

  • Demonstrated high level interpersonal and cross-cultural skills, with the ability to develop and maintain effective relationships with a diverse range of stakeholders.

  • Experience working within the Kiribati or Pacific context is highly desirable.
