The Program
The Kiribati-Australia Skills for Employment Partnership (KASfEP) is a key investment of the Australian Government in Kiribati. The Partnership supports the development of a more capable, qualified and mobile I-Kiribati workforce and improved management and coordination of the national skills sector. The focus of the Partnership's investment is the Ministry of Employment and Human Resources (MEHR) and Kiribati Institute of Technology (KIT). KIT is one of four divisions of MEHR. KIT is a regionally recognised training provider under The Pacific Community's Education Quality and Assessment Program (EQAP) and delivers a range of in-demand skills training programs from short courses to Advanced Diploma level.
The Role
The short-term adviser (STA) will assist in the development of a Technical and Vocational Education and Training (TVET) Teaching qualification contextualised for Kiribati, with the final qualification accredited through EQAP and forming part of the KIT delivery profile. Alongside the Academic Strengthening Adviser (ASA), the STA will be responsible for completing industry consultations in Kiribati, including with MoE and the Marine Training Centre (MTC), drafting the qualification, and developing all curriculum assessments and supporting documents. A working group with key stakeholders will be developed by the ASA to ensure moderation throughout the process.
Key responsibilities include:
- Actively participating in industry consultations in Kiribati to inform development of the qualification
- Leading the development of the curricula and all required documents for the qualification, ensuring it is contextualised for Kiribati
- Creating assessments and lesson plans that accurately measure learning outcomes
- Participating in validation and review of the draft qualification with KIT/MoE and industry partners
- Leading the submission of the qualification to EQAP for accreditation
- Mentoring and coaching local trainers to enhance their skills and confidence in delivering the program
- Collaborating effectively with key stakeholders, including MoE, MTC and KIT representatives
About You
You will bring relevant qualifications and experience in delivering TVET programs and designing curriculum grounded in adult learning principles. You will bring strong technical, analytical, and cross-cultural communication skills, with a proven ability to work effectively across diverse stakeholders and regulatory environments in the Pacific.
Selection Criteria:
- TAE Certificate IV in Training and Assessment or equivalent (required as a minimum)
- Demonstrated experience in TVET program delivery and training package implementation, preferably delivering Cert IV in TAE and/or IST
- Experience with curriculum design, adult learning principles and assessment development
- High-level relevant technical, management and facilitation skills
- Experience working with national training providers and understanding of Pacific regulatory and quality assurance systems
- Outstanding analytical and written skills in English, with experience producing high quality reports and other documentation for diverse audiences
- Demonstrated high level interpersonal and cross-cultural skills, with the ability to develop and maintain effective relationships with a diverse range of stakeholders
