The Disruptive Events Management Unit (DEMU) has been established within the Command to perform a specialised function in developing our broader disaster and risk management capability as a standalone public safety agency. The significant work that is completed by DEMU includes the implementation of QCS' Disaster and Emergency Management Framework (QCS-DEMF) which encompasses the prevention of, preparation for, response to, and recovery from disruptive events such as disasters.

Activities include the development of relevant plans, polices and frameworks, delivery of lessons management processes, training, and exercising, and establishing the necessary protocols and structures to quickly stand up a coordinated Queensland Corrective Services (QCS) response during a disruptive event.

The Principal Adviser - Organisational Resilience, Disruptive Events Management Unit (DEMU) supports the transformation of the organisation's approach to disaster, emergency, and business continuity management. Through the implementation of appropriate frameworks, doctrine and policies, the focus of the role is to harness capability and capacity across QCS' four Divisions to manage new and emerging risks and effectively prepare for, respond to and recover from immediate and extended disasters, emergencies and significant business disruptions, and the impacts of climate change.

As part of a centralised business function, this role will need to maintain strong relationships with the immediate and wider business teams and consistently and effectively collaborate across QCS Divisions and their respective business units.

Providing expertise, advice, and support across the organisation, and partnering with the business to embed fit for purpose resilience frameworks for enterprise risk, disaster, emergency and business continuity management, the primary accountabilities of this role include:

  • Supporting the implementation and continual improvement of a fit for purpose Disaster and Emergency Management Framework (inclusive of QCS' approach to business continuity management) and the associated policy, guides, procedures, tools, and templates in line with best practice and standards to drive a consistent approach to organisational resilience across QCS.
  • Supporting the Manager, DEMU to ensure that QCS' disaster, risk, and business continuity management activities comply with current legal and regulatory obligations.
  • Providing support to the conduct of assurance and compliance reviews that contribute to achieving best practice throughout QCS by identifying areas of risk and low compliance in relation to the QCS-DEMF.
  • Supporting the design and delivery of risk and resilience training programs and coaching tools for QCS employees on all aspects of risk, business continuity, disaster, and emergency management.
  • Supporting the conduct of effective lessons management.
  • Identifying and reporting risks or impediments to the delivery of the DEMU's objectives and advise on the establishment of mitigation plans.
  • Forming and maintaining quality, strong working relationships with internal stakeholders, with the goal of ensuring the department's organisational resilience goals translate into improved maturity across risk, disaster & emergency, and business continuity management.
  • As required, providing advice to senior management on insights or risks to achieving organisation-wide resilience objectives.
  • As required, preparing submissions, reports, briefing notes, presentations and correspondence relating to the responsibility of the Command delivery remit, up to the Executive Leadership Team, Commissioner, Cabinet, Parliament and to the general public.
  • As required, attending professional forums, committee meetings and similar.
  • Modelling behaviour that ensures preservation of QCS reputation and interests through proactive risk management, clear communication, and transparent accountability for decision making.
  • Contributing to a workplace environment that values performance, continuous improvement, innovation, and integrity in the delivery of high-quality services.
