The Principal Technical Project Manager, Health Systems (CSE) provides effective management and oversees all aspects for the end-to-end delivery of large and complex ICT digital health projects within the Department of Health, ensuring alignment with strategic objectives and compliance with Department and Victorian Government frameworks. This role reports into the Program Manager, Health Systems, statewide health information sharing solution (CareSync Exchange program) in Victoria, within the Digital Health Projects Unit. The Principal Technical Project Manager, Health Systems (CSE) has responsibility for the technical delivery workstream, managing the full project lifecycle from initial planning through deployment, operational handover to support, and act as an ongoing escalation point for coordinating complex troubleshooting and ensuring solution stability. This includes:
- Integration with health service Electronic Medical Record (EMR) systems,
- Connectivity to the Azure cloud hosting environment,
- Establishing and identify management processes, and
- Oversight of complex operational and technology procedures such as change, incident and problem management aligned to ITIL.
The Principal Technical Project Manager, Health Systems (CSE) requires a dynamic professional with strong technical expertise and the ability to work and collaborate effectively cross diverse technical teams, external vendors, and multiple health services.

About you:
The Department of Health is seeking a highly experienced and motivated Principal Technical Project Manager to lead the planning, coordination and delivery of complex technical projects that strengthen Victoria's health system. This senior role will oversee end-to-end project delivery, ensuring initiatives are delivered on time, within budget and aligned with departmental priorities that enhance digital capability and service outcomes.
The successful candidate will demonstrate strong project management expertise, with the ability to develop detailed project plans, manage risks, monitor performance and deliver against defined objectives. You will apply sound problem-solving and analytical skills to identify issues, develop practical solutions and adapt approaches to ensure project success in a dynamic environment.
A key focus of this role is effective stakeholder management. You will establish and maintain collaborative partnerships across government, the health sector and technology partners, ensuring that stakeholder needs are understood and that project outcomes deliver value and improvement across the system.
You will also demonstrate strong resource management skills, overseeing complex budgets, procurement activities and financial performance with transparency and accountability.

Mandatory
- Minimum of 10 years ICT project management experience, preferably in both infrastructure and application delivery projects.
- Minimum of 5 years project management experience either within the Victorian Public Service or within the Victorian Public Health Sector.
- Must have experience managing delivery of strategies for complex ICT applications, including management of an external vendor in delivery of such strategies.
- Must have experience assessing the performance of ICT application support vendors.
- Must have a proven track record in managing large complex projects with statewide impact that have encompassed contract management, managing teams of specialised and senior resources possibly from third party organisations, identifying and managing issues and risks across projects, and managing the roll-out of complex systems across multiple sites.
- Health care sector knowledge, and experience in system integration in hospital and health environments.
Desirable
- A tertiary qualification with a significant ICT component, or an equivalent discipline, is desirable but not mandatory
- PRINCE2 certification (or equivalent) is desirable but not mandatory.
