We have an exciting opportunity as a Program Delivery Manager working with the Fines and Debt Program Office Manager, and Director Optimisation and Project Delivery. You will lead the delivery of key strategic initiatives aligned with the Fines and Debt Strategy 2030 and the Fines and Debt Ecosystem (FDE) New Policy Proposal Program (NPP) of work over the next 5 years.

FDE Program initiatives include:

  • Reducing write-offs through proactive outbound campaigns;
  • MyFines – Enabling a single customer portal;
  • Detecting fraud in real-time in the eNominations process;
  • Business Partner Hub;
  • Court Elect – 21 day cooling off period;
  • Target Education and awareness; and
  • Systems capability for the reduction of fine amounts.

Key responsibilities:

  • Lead the development and delivery of multiple high-profile projects as part of the new Revenue NSW Fines and Debt Ecosystem NPP funded program.
  • Identify and manage interdependencies and leverage resources to maximise efficiencies and achieve required organisation outcomes.
  • Lead and oversee all aspects of project development, implementation, and closure across a portfolio of complex projects, including: preparing project plans; options papers; identifying, allocating and managing resource requirements; and meeting reporting requirements to ensure project outcomes are achieved on time, on budget, to quality standards and in line with best practice project management methodology.
  • Develop and implement strategies and tools for the continuous monitoring and evaluation of projects, including risk and contingency management, benefits realisation, and project impact and quality measures, to identify and address issues and assess project progress and overall effectiveness.
  • Lead and manage project team/s (internal and external), to deliver all key project/s milestones and outcomes. This will involve leading dispersed project teams with members from digital delivery squads, operational and project management areas of the business.
  • Work closely with the Fines and Debt Ecosystem Program Support Office to ensure timely reporting, risk and issue escalation towards the achievement of Program goals

To be successful in this role you will demonstrate:

  • Strong experience in leading and delivering complex projects .
  • Deep knowledge of the Fines and Debt ecosystem is highly desirable in order to meet tight delivery timelines on projects subject to a high level of governance and scrutiny.
  • Knowledge of fines and debt crown jewel systems and project interdependencies impacting delivery schedule of initiatives will be advantageous.
  • Deep technical knowledge and experience in applying established project methodologies to manage operational and digital product teams.
  • Experience leading the delivery of complex digital projects and products.
  • Exceptional communication and interpersonal skills, capable of building strong collaborative relationships with team members and stakeholders.
  • Demonstrated ability to work collaboratively with diverse business units to achieve a shared outcome, bridging communication gaps, and aligning project objectives.
  • Strategic mindset, with the ability to think critically and problem-solve effectively.
  • Proven ability to influence stakeholders and drive project success
  • Experience working in an agile environment
