About the Branch

Facilitating vibrant carbon markets is a key plank in Australia achieving net zero emissions by 2050. The agency delivers a range of important policy initiatives to grow Australia's regulated carbon markets and certify the integrity of low emissions production for international and domestic markets. These include supporting market interoperability with our new Unit and Certificate Registry, the Guarantee of Origin Scheme, implementing a new carbon unit for use by Australia's largest emitters and the reformed Safeguard Mechanism.

The role of the Carbon Markets Branch is to provide authoritative, evidence-based insights on economic carbon markets to support effective outcomes for the schemes the CER administers, and to provide strategic policy analysis and support for the agency, particularly for the Guarantee of Origin scheme.

The branch objectives are to:

  • Provide economic, market and policy advice, support, or action on complex scheme implementation.
  • Influence the design of potential new schemes or policies to ensure they are market friendly as well as workable and enforceable.
  • Increase confidence in the carbon and renewable energy markets by highlighting the market opportunity of our schemes including understanding the international context.
About the Section
  • Environmental Markets and Analysis section: Delivers authoritative, evidence-based insights on Australia's environmental markets, specifically the ACCU and Nature Repair Market Schemes, develop high quality and informed strategic briefs for CER's Board and undertake research and analysis on industrial decarbonisation and the Safeguard Mechanism, and transition to a net zero economy.
  • Renewable Energy Markets Analysis section: Delivers authoritative, evidence-based insights on renewable electricity markets, particularly existing and forthcoming schemes in the electricity sector such as the Renewable Energy Target and the Guarantee of Origin for renewable energy.
  • Strategic Policy Analysis section: Progressing the Guarantee of Origin policy and stakeholder engagement, steward the carbon markets integrity working group, coordinate CER input and advice on whole-of-government briefings on environmental markets, renewable electricity and other CER schemes, and provide analysis on strategic/cross cutting policies, such as carbon accounting policy.

Join the Carbon Market branch as a Senior Analyst or Senior Policy Officer

We are seeking experienced professionals to contribute to and provide insights into the CER's schemes. These roles involve managing the delivery of high-quality briefings, reports and publications, and providing strategic advice on policy and market issues to senior executives. You will collaborate with internal stakeholders to ensure products and analysis meet their needs, while also supervising and developing team members.

Depending on the specific position, as a Senior Analyst you will analyse market data and supply-demand dynamics to identify issues and support reporting on scheme trends and impacts. As a Senior Policy Officer, you will develop expertise in the Guarantee of Origin scheme, support its launch and expansion, and provide insights with Australia's decarbonisation and carbon accounting policies.

Role Responsibilities and Duties

Under limited direction, both Senior Analysts and Senior Policy Officers will:

  • Manage and co-ordinate the delivery of briefings, reports and publications to schedule and to a high-quality standard.
  • Provide well researched and considered advice, reports and presentations on strategic cross cutting policy matters, energy and carbon market issues and drivers to senior executives within the agency.
  • Work with internal clients across the agency to ensure that products and analysis meet their needs.
  • Supervise and develop team members and build team capacity through coaching, sharing knowledge, performance feedback and encouraging career development.

In addition to the above duties, a Senior Analyst will:

  • Identify market issues and developments by analysing data and supply and demand dynamics to assist in the establishment of functioning markets.
  • Support managers to report on scheme trends and drivers and their impact on the agency's operations and the broader policy context.

As a Senior Policy Officer role, additional duties will include:

  • Develop knowledge on Guarantee of Origin scheme policy and support operational teams with scheme launch and expansion through provision of advice, engagement with policy agencies, and research on stakeholder trends and project pipelines.
  • Research, analyse and provide insights on Australia's decarbonisation and carbon accounting policies and their interactions.
Qualifications/Experience

The ideal candidate for the Senior Analyst and Senior Policy Officer roles will demonstrate:

  • Well-developed written and verbal communication skills
  • Ability to build and maintain effective working relationships with colleagues and external stakeholders
  • Strong data analysis skills, including advanced proficiency in Microsoft Excel
  • Capacity to take ownership of complex issues and apply effective problem-solving skills
  • Tertiary qualifications in finance, economics, mathematics, engineering or related field with a focus on markets or commerce are desirable
  • Experience in climate change, renewable energy and industrial decarbonisation policy issues are desirable
  • Knowledge of domestic or international carbon markets and renewable energy markets would be highly regarded.
