Are you a seasoned Senior Business Analyst with expertise in requirements definition, stakeholder engagement and business process improvement? We're seeking a Senior Business Analyst to lead the research, discovery, and analysis required to scope, design, and implement an online Program and Project Management and Reporting Tool (PPMRT) for a major Commonwealth Government department.

This role offers the opportunity to work on a transformational initiative that will modernise how the department manages and reports on projects and programs. You'll engage with diverse stakeholders, from project managers to senior executives, to understand current processes, define future-state requirements, and deliver comprehensive documentation that will shape the design and implementation of this critical system. Key Responsibilities:

• Conduct thorough research and discovery activities to review current project management processes, reporting frameworks, and workflows
• Engage with diverse stakeholders including project managers, business owners, and senior responsible officers to gather, validate, and document functional and non-functional requirements
• Document current and future state workflows, develop detailed Business Requirements Documents, and support development of the Project Management Plan
• Facilitate communication between technical teams and business stakeholders, leading workshops, meetings, and stakeholder sessions
• Assess initiative-level reporting needs and evaluate existing systems for potential integration, including hybrid options and customised PPMRTs from other departments
• Produce key deliverables including discovery reports, stakeholder engagement plans, comparative reviews, and recommendation reports detailing viable options, risks, and dependencies.

Key Experience and Skills:

• Demonstrated experience in requirements definition and management for large, complex initiatives
• Strong capability in planning and investigating complex problems, engaging management-level stakeholders and gaining agreement to recommendations.
• Proven experience in analysing and designing processes, developing graphical models and assessing feasibility of change initiatives.
• The ability to understand requirements, deliver analysis and problem resolution and facilitate stakeholder groups effectively
• Experience in identifying options, undertaking short-listing, and supporting preparation of business cases.  
• Excellent stakeholder relationship management skills.
