Primary objective

Develop and provide policy and regulatory support to establish a framework for the development of a Carbon Capture, Utilisation

and Storage (CCUS) industry in the Northern Territory.

Key duties and responsibilities

1. Research and analyse the regulation (both within Australia and internationally) of greenhouse gas geological storage and provide

strategic policy and legislative advice on the development of new world class greenhouse gas storage legislation for the

Northern Territory.

  1. Produce and assist with high level complex papers, reports, briefings, and correspondence, including public information papers,

Ministerial Briefings, Cabinet Submissions, drafting instructions, speech notes and research papers.

  1. Assist with developing appropriate communication strategies and supporting information to facilitate extensive industry and

stakeholder engagement and consultation processes.

  1. Plan for, coordinate, and manage inter-agency working groups to ensure the development of effective legislative frameworks

for a CCUS industry.

  1. Plan for, coordinate, and manage extensive external stakeholder consultation on the development of legislative frameworks,

including with land councils, pastoralists, industry, and the community.

Selection criteria

Essential

1. Demonstrated experience in resolving and progressing legal and regulatory issues or facilitating the drafting and enactment of

legislation.

  1. Proven experience in research and critical analysis of legislation and providing high level strategic policy advice and legislative

solutions, preferably in relation to resource management.

3. Demonstrated high-level written, oral and interpersonal communication skills, including the proven ability to communicate

complex legislative issues with clarity and influence.

  1. Able to work independently, exercise sound judgement and identify and progress priorities with minimal supervision.
  2. Proven experience in working collaboratively in dynamic teams and with industry professionals and other stakeholders to

negotiate outcomes, resolve conflict and achieve outcomes.

  1. Demonstrated well-developed conceptual presentation skills and experience in presenting complex policy and legal issues to a

diverse range of stakeholders, utilising a broad suite of communication tools.

  1. Proven practical organisational skills to coordinate the management of working groups, executive reporting, and stakeholder

engagements, whilst meeting tight deadlines and adapting to changing priorities in a dynamic work environment.

Desirable

1. A relevant tertiary qualification in a field closely related to the duties of the vacancy.

2. Knowledge of national and international developments in energy and CCUS regulatory frameworks.

3. Valid driver's licence or, have the ability to obtain one.
