About the role

A Business Analyst is required to research, design, and implement an online Program and Project Management and Reporting Tool (PPMRT). The role involves analysing business requirements, reviewing existing project management processes, and developing artefacts to inform system design and change activities.

The engagement is hybrid, based in Canberra or Brisbane, with office attendance 2–3 days per week.

Key Responsibilities

  • Review and analyse existing project management processes, reporting, and frameworks.
  • Conduct stakeholder engagement to gather and validate functional and non-functional requirements.
  • Document current and future state workflows to guide system design and change planning.
  • Develop Business Requirements and Functional Specification documents.
  • Support development of the Project Management Plan (PMP) to align scope with delivery.
  • Facilitate communication between business and technical teams.
  • Lead and participate in workshops, meetings, and stakeholder sessions.
  • Assess initiative-level reporting needs and integration feasibility for PPMRT.
  • Evaluate internal systems and hybrid solutions for initiative tracking.
  • Produce artefacts such as Discovery Reports, Stakeholder Engagement Plans, Comparative Reviews, and Recommendation Reports.

Highly desirable criteria

  • Demonstrated capability in business modelling, process improvement, and requirements management at SFIA Level 4–5.
  • Proven experience delivering business situation analysis and feasibility assessments for complex initiatives.
  • Strong consultancy background providing analysis, recommendations, and stakeholder engagement outcomes.
  • Skilled in developing business and system documentation with clarity and precision.
  • Experience with Program and Project Management and Reporting Tools (PPMRT) or equivalent systems.

Desirable criteria

  • Experience in stakeholder relationship management (SFIA Level 5).
  • Knowledge of tailoring and implementing methods and tools (SFIA Level 4).
  • Ability to design and execute engagement strategies with measurable outcomes.
  • Familiarity with government frameworks, governance models, and reporting standards.

  • Strong written and verbal communication.
  • Analytical and problem-solving approach.
  • Knowledge of system integrations, APIs, and user stories.
