The position
The Strategic Programs Delivery Manager is responsible for the successful planning and execution of key strategic programs and projects across REIWA. This role sits within the newly established Strategic Programs Office (SPO), which is in its setup phase. As such, the successful candidate will play a key role in shaping foundational practices, frameworks, and processes that underpin the SPO's effectiveness.
Working closely with cross-functional teams, this role ensures initiatives are delivered on time, on budget, and in alignment with business objectives. The role leads a small team of Business Analysts (BAs), ensuring analytical rigour and high-quality business requirements underpin each initiative. Additionally, the role supports enterprise-wide program governance through KPI tracking, proactive risk management, and collaboration with the Leadership Team.

Key Responsibilities:
Program & Project Delivery
- Lead the end-to-end planning, scheduling, execution, and monitoring of key business and IT initiatives.
- Work collaboratively with stakeholders to develop business cases for capital investment approval.
- Ensure alignment of project activities with the strategic roadmap, coordinating with the EM – Strategic Programs.
- Oversee interdependencies and timelines across multiple workstreams.
- Manage relationships with external vendors and delivery partners to ensure alignment with project objectives, performance expectations, and contractual obligations.
- Oversee project and program budgets, ensuring financial control, accurate forecasting, and alignment with approved funding across the delivery lifecycle
Business Analyst Leadership
- Manage and support a team of 3 Business Analysts.
- Oversee the quality of analysis, requirements gathering, and process mapping.
- Mentor and develop Business Analysts to build capability and consistency across projects.
Strategic Coordination & Planning
- Ensure strategic programs are resourced appropriately with business-as-usual (BAU) teams.
- Work closely with internal stakeholders to prioritise initiatives and allocate capacity.
Enterprise Risk Management
- Provide enterprise-level visibility of program and project status.
- Identify, assess, and mitigate risks that may impact program delivery.
- Act as a point of escalation for program delivery issues.
Performance & Reporting
- Define, track, and report on program KPIs in collaboration with the Leadership Team.
- Present updates, risks, and recommendations at senior leadership and governance forums.
Key Selection Criteria
Experience & Knowledge
- Proven experience (5+ years) in project/program delivery roles within business and/or IT environments.
- Demonstrated experience managing Business Analysts or similar delivery-focused teams.
- Demonstrated experience managing external vendors or delivery partners within complex business projects.
- Strong knowledge of project delivery methodologies (Agile, Waterfall, Hybrid).
- Experience navigating enterprise-level stakeholder environments and cross-functional delivery.
Leadership & Communication
- Strong leadership capability with experience building team cohesion and performance.
- Confident communicator with the ability to translate technical and strategic ideas to varied audiences.
- Experience presenting to senior executives and working collaboratively with leadership teams.
Skills & Attributes
- High attention to detail and a structured, outcomes-focused mindset.
- Ability to prioritise, manage multiple workstreams, and remain adaptable under pressure.
- Strategic thinker who can connect project-level activity to enterprise outcomes.
