An exciting opportunity exists for a talented and passionate leader to join the Institutions of Government team in Cabinet and Governance Branch as Manager, Institutions of Government at the Department of Premier and Cabinet.

The Institutions of Government team provides an opportunity to work at the centre of government on topical, challenging, and high-impact issues, reforms and projects. These relate, broadly, to executive council processes, parliamentary and legislative processes and parliamentary standards and integrity. This includes a focus, on Victoria's political donations regime, codes of conduct relating to MPs and Ministers and the application of the Westminster conventions in Victoria. Including the role of the Governor. This is a unique opportunity to make a significant policy contribution and develop your strategic thinking and engagement skills.

As a Manager in the Cabinet and Governance Branch, you will work in a fast-paced and dynamic policy environment, in a small team among supportive and engaged peers, and across the broader Victorian Public Sector. The team contains deep public administration expertise and includes specialists in areas including governance, law, economics, and industrial relations. Cabinet and Governance Branch provides a positive, supportive culture and a work environment that enables high performance.

To succeed in this role, you will have strong policy analysis and team management skills, and a good understanding of public sector governance and public administration. Ideally, you will have a sound understanding and demonstrated experience in public administration, public policy, governance or law. In addition, you will have excellent negotiation, interpersonal and communication skills.

We are looking for an experienced people leader with a keen interest in public administration and the application of the Westminster system of government to lead on legislative and policy reforms, along with executive counsel, parliamentary and legislative processes.

About you

As our ideal candidate you will have:

  • Demonstrated experience in policy development, with the ability to quickly analyse and critically evaluate new information and the potential implications and risks of proposed policy options.
  • Demonstrated people management experience and ability to lead and create a team culture that enables others to perform at their best and achieve outcomes for the organisation.
  • Exceptional communication skills, including the ability to express opinions, information and key points clearly, concisely and with influence, via effective verbal and written communication.
  • Strong analytical, conceptual and problem-solving skills with sound judgment and capacity to make decisions and recommendations where diverse interests need to be considered.
  • Strong organisational skills with a strong ability to work independently, and pivot to align with whole of DPC priorities in an environment of tight and conflicting deadlines.
