About The CIO Division
The CIO Division (CIOD) is an exciting, fast-paced division that drives the digital agenda for DISR. Leading the delivery of the department's digital offerings, CIOD partners with business areas and stakeholders to:

  • Realise the digital policy objectives of the department
  • Define the department's digital landscape and strategies
  • Drive innovation and transformation of ICT services and solutions.

About The Section
The Grants Platform team in CIOD is responsible for supporting, maintaining and enhancing the department's external facing grants platform which underpins the Business Grants Hub (BGH).

The Business Grants Platform —also referred to as the Business Grants Management System (BGM)—is a digital infrastructure within DISR that enables the end-to-end administration of government grants. It supports both internal departmental users and external applicants, streamlining the lifecycle of grants from creation to closure. The platform was launched in March 2017, and the Grants program is administrated by over 400 staff in the BGH Division.
The opportunity
We are seeking to fill two Delivery Manager positions at the Executive Level 1 level within the Grants Platform team.

Delivery Managers play a key role in this team and are part of CIOD's leadership group.

Successful candidates will play a pivotal role in enabling the delivery of digital grant services aligned with departmental priorities. The roles are embedded within a maturing agile environment and support the BGM system, which administers over 370 grant programs and has delivered more than $8 billion in funding to Australian businesses since 2016.

The Delivery Manager Will Work Alongside Scrum Masters, Business Analysts, Developers, Testers, Architects, Agile Coaches, Product Owners, Departmental Executive And Subject Matter Experts To Ensure

  • Efficient delivery of grant programs and enhancements
  • Improved user experience and data integrity
  • Alignment with strategic priorities such as innovation, compliance, and digital transformation

The Delivery Manager is responsible for supporting the multi-disciplinary scrum team to deliver enhancements, sustainment, and support activities across the platform. This includes managing delivery pipelines, coordinating resources, and ensuring alignment with governance and strategic objectives.

What you will do
As a Delivery Manager, You Will

  • Partner with business areas across DISR to:

  • Serve as the key point of contact for senior stakeholders during delivery phases

  • Deliver high quality digital services develop strategic future-focused product roadmaps
  • Inform the future of the department's ICT services
  • Maintain alignment between team-level outcomes and broader strategic goals

  • Manage and lead a diverse multi-disciplinary team to deliver outcomes including championing Agile ways of working, providing clear, consistent communication and building capability in the team

  • Monitor progress, addressing impediments and guiding teams towards outcome-focused, value-driven delivery
  • Provide clear, consistent reporting on progress, risks, dependencies and value delivered
  • Identify and manage delivery risks, impediments and blockers and escalate complex risks or constraints to appropriate governance forums
  • Forecast and track delivery budget and resource allocations and collaborate with other leaders to manage resourcing across delivery teams, ensuring teams operate within financial and operational guardrails
  • Manage the accurate completion of work within timeframes and quality requirements
  • Support the release of features by developing and managing required processes and documentation
  • Lead change and build organisational capability, focusing on continuous improvement, fostering a learning culture that supports experimentation and iterative improvement and mentoring junior staff members
  • Lead procurement and recruitment activities when required
  • Provide strategic support, guidance and leadership toward divisional, departmental and whole-of-government priorities
  • Support the Manager of the Grants Platform team and CIOD Executive as required

Eligibility
To be eligible for employment in the APS and the department, candidates must be Australian Citizens.

Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.

A merit pool may be established and used to fill future vacancies within 18 months from the date the vacancy was first advertised in the Gazette.
