About Buloke Shire Council

At Buloke, our people are at the heart of everything we do. Serving vibrant rural communities across North-West Victoria, just three hours from Melbourne, we are passionate about delivering services that enrich lives, strengthen connections, and help our region thrive.

We are an organisation that values inclusion, integrity, innovation and collaboration. Guided by our Council Plan and community aspirations, we're committed to being a modern, adaptive, and people-first organisation.

About the Role

As Manager People and Culture, you'll lead a small team of HR and OHS professionals to deliver initiatives that foster a safe, inclusive, and high-performing workplace. This role blends strategic oversight with hands-on leadership-making a real impact from the inside out.

You'll be responsible for:

  • Leading and mentoring the People and Culture team to provide outstanding service across Council.
  • Developing and embedding policies and strategies that align with our goals and values.
  • Shaping a proactive culture of workplace health and safety, and wellbeing.
  • Driving workforce planning, diversity, inclusion, organisational development, and change initiatives.
  • Overseeing recruitment, induction, training, and performance systems to support growth and capability.
  • Advising on industrial relations, Enterprise Agreement matters, and compliance.
  • Managing key partnerships with WorkSafe, legal advisors, training providers and more.
  • Collaborating with the Executive and broader leadership team to create sustainable people outcomes.

This is a dynamic, visible key leadership role that requires confidence, empathy, and vision.

About You

You're a people-first leader who brings strategic clarity and operational excellence to everything you do. You're passionate about culture, grounded in legislation, and thrive when balancing complexity with care.

We're looking for someone who brings:

  • A strong track record in developing people strategies and workplace culture programs that drive results.
  • Experience in OHS and risk management, with sound knowledge of employment legislation and industrial relations.
  • The ability to influence, coach, and communicate with clarity at all levels-especially during times of change.
  • A proactive, collaborative leadership style that fosters growth and performance within teams.
  • High-level analytical, planning and problem-solving skills.
  • High standards of confidentiality and professionalism.

A tertiary qualification in Human Resources or a related field, or alternatively significant HR leadership experience is required.

We know great candidates sometimes hesitate, if they don't meet every requirement;

At Buloke, we value growth, learning and the unique path each person brings. If you have a strong HR foundation, the right mindset, and a genuine passion for what we do-even if you don't meet every key criteria-we still want to hear from you. We will support your development as a leader.

This is your chance to lead with purpose and help shape the future of work at Buloke Shire Council.
