About us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of the role SES Strategy and Planning Branch delivers on the QFES organizational priorities and objectives, providing strategic management of SES future and developing capabilities and functions. This is achieved through the provision of strategic planning support to SES Regions and volunteers, delivering on the QFES Commissioner's responsibilities as described in the Fire and Emergency Services Act 1990, Division 2, section 131 (a), (b), (c) (ii). Reporting to the Director, Strategy and Planning, you will be responsible for leading a multi-disciplinary team to: drive organisational planning at strategic and operational level; ensure the SES planning and engagement activities within Regions are aligned to SES strategic intent; support the services preparation and response for severe weather season; and enable and maintain a consistent and cooperating planning framework between partner agencies. Key requirements Highly desirable requirements - Knowledge and experience of the national Australasian Inter-Service Incident Management System (AIIMS) framework. Knowledge and experience in developing and implementing high level operational planning products, services, policies and procedures, relating to disasters and emergencies. Special requirements - This role supports SES operational activity through representation in either an SES Operations Centre, State Disaster Coordination Centre, SES Regional Operations Centres and/or Incident Control Centres and/or Emergency Operations Centres as required. - The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award - State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday. - It is expected that the incumbent may participate in an out-of-hours on-call roster during emergency operations. This may require work outside of normal hours (e.g. night shift), including weekends, working extended hours and may include deployment to other parts of the state. Your key accountabilities Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to: - Lead and manage the design and implementation of best practice approaches, frameworks and guidelines for strategic and operational planning, risk management and lessons learnt. - Provide authoritative and professional advice, analysis and direction in relation to SES strategic intent, including evidence-based insights to inform strategic planning and risk management initiatives. - Lead the development and implementation of an organisational planning, risk management and lessons learnt maturity evaluation program, ensuring evidence and data is used as a key input to decision-making. - Build and maintain positive working relationships with internal and external stakeholders to effectively liaise and negotiate agreed outcomes on difficult and complex operational issues - Build a strong planning, risk management and lessons learnt culture that encourages high performance, collaboration, agility and accountability in line with SES objectives and governance frameworks. - Represent the service on committees and working groups with a view to promoting innovation, performance improvement, service delivery enhancements and successful program delivery - Prepare and review complex reports, briefs, submissions, and other correspondence in relation to strategic planning and risk management initiatives, in accordance with service requirements. - Lead and manage a multi-disciplinary team, through effective human resource, and financial management practices, including developing staff through performance, planning and review.
