**Aboriginal Housing Office overview**
The Aboriginal Housing Office (AHO) is a statutory body established under the Aboriginal Housing Act 1998 (NSW) to ensure Aboriginal and Torres Strait Islander people have access to affordable, quality housing.
The AHO is governed by an all-Aboriginal Board, which provides advice to the Minister for Water and Minister for Housing in NSW. In addition, the AHO manages and coordinates an annual capital works program, along with developing and implementing financial and resourcing strategies.
Underpinning all planning is a strong commitment to the principles of self-determination and self-management, articulated through inclusive, fully consultative planning. At the same time, the AHO actively promotes employment opportunities for Aboriginal people, both within the AHO and through opportunities for tradespeople and trainees with contracted Aboriginal and non-Aboriginal building companies.
Underpinned by an all-Aboriginal Board providing advice to the Minister, the AHO provides housing assistance for Aboriginal and Torres Strait Islander people and an increased range of housing choices, especially for those members of the community most in need. The AHO plans, administers, and expands the policies, program and asset base for Aboriginal housing in NSW.
**Your role**
The Procurement Officer provides procurement expertise and assists stakeholders to plan, develop, source and manage procurement arrangements to effectively meet business outcomes and government directions.
**What you’ll do**
As part of the (AHO Procurement Team), you will
- Validate stakeholder business needs, compile and source market information, and assist in analysing markets and assessing risk to inform procurement planning and sourcing decisions.
- Conduct sourcing activities in accordance with established policies and procedures to meet business needs and participate in negotiations to establish and review supply arrangements that will deliver value for money procurement outcomes.
- Implement and contribute to the development of contract management plans, resolve issues, monitor performance and negotiate contract variations through effective supplier relationships to enhance business outcomes.
- Provide advice, information and guidance on procurement related matters to staff across the agency to provide governance and support good practice in procurement.
- Identify, mitigate and escalate procurement risks to enable the organisation to meet its obligations and maximise business opportunities.
- Maintain and update procurement records and generate reports on procurement and contract activity to meet organisational compliance requirements and provide access to procurement information.
You'll work as part of a team of procurement officers, which contribute to fantastic outcomes in Aboriginal Communities, ensuring quality and affordable housing is provided and maintained to our First Nations people. Sound team culture is the primary focus, to ensure challenges and workloads are met to support our business units in their delivery. The team will work from the Parramatta Square precinct offering modern office facilities in a central location.
**What we’re looking for**
- Understanding of NSW Government procurement process and requirements, to provide sound advice to AHO business units on best practice in a time pressured working environment.
- Building stakeholder and supplier relationships based on trust, mutual benefits & innovation to deliver value in NSW Government sourcing.
- Strong skillset to evaluate chosen suppliers using set criteria with weighted and non-weighted scenarios.
- Strong written and communication skills to write procurement plans, evaluation plans & compile Request For Tender packages, and follow up documentation to award such as Letter of Award and relevant contracts.
