**About the role**
The Operational Compliance Specialist is a project role responsible in collaboration with the business for managing the ongoing review and continuous improvement of documentation, systems and processes related to safe and correct train operations, and associated change management processes.
Key responsibilities include:
- Scope, plan and deliver agreed PN HSE improvement programs aligned with strategy and business requirements related to safe and correct train operations
- Consult, develop and maintain operational documentation and processes to ensure documents are relevant and compliant with Regulatory requirements and support the PN value of **#makeitsimple**:
- Establish a governance framework for developing and maintaining operational documents to avoid duplication
- Facilitate small groups of SMEs to ensure document accuracy, compliance, and consultation
- Ability to undertake assurance activities to validate operational procedures are accurate and complied with
- Participate in the PN assurance program to ensure suitability, adequacy, and effectiveness of the Safety Management System
- Provide coaching to frontline leaders where required and build technical capability in wider HSE team to provide ongoing support
- Participate in and support the implementation of the enterprise risk and assurance framework delivering on operational compliance and control alignment across PN
- Engage with regulatory agencies and industry interest groups to identify best practice related to operational safety
**About you**
Pacific National is looking for an experienced and motivated HSE Professional with the ability to work autonomously and collaboratively across different parts of the organisation. You will need excellent stakeholder management and communication skills to be able to build relationships with key stakeholders in different part of our business. You will have experience in a similar role, ideally, within the rail industry.
To be successful in this role, you will need:
- Extensive experience and knowledge of operational processes (Train Operations and/or Terminal Operations)
- Experience in the development of procedures, forms and templates associated with Management Systems
- Experience with consultation of union groups and WHS Committees (desirable)
- Exceptional stakeholder management skills including negotiation, facilitation and influencing
- Exceptional skills in IT such as Word, Excel, Microsoft forms
- Ability to work autonomously and collaboratively across all levels of the business
- Self-motivated and resilient with the tenacity to see difficult and detailed issues through to conclusion
- Knowledge of WHS and Rail Legislation
- Demonstrable attention to detail
- Rail safe working competency (desirable)
- WHS qualifications (desirable)
