An exciting opportunity for a Program Manager within our Regulatory Enablement Branch.
This is an exciting senior role for an experienced program manager that wants to contribute to the success of the EPA as it enters a new era of environmental protection in Victoria. Working closely with colleagues in the Change Management Unit and the Regulatory Enablement Branch, you will actively contribute to a positive organisational culture and ensure you achieve the highest standards of performance and integrity; and foster genuine partnerships across all levels of government, industry, and community to support the delivery organisational outcomes.
About the EPA
The EPA is an independent statutory authority with a very clear and important objective - to protect human health and the environment by reducing the harmful effects of pollution and waste. To do so, EPA administers the Environment Protection Act 2017. This is a landmark and generational law reform which came into operation on 1 July 2021. The Environment Protection Act 2017 is framed around the general environmental duty which places the responsibility on those that create risks of harm from pollution and waste to take action to minimise those risks. The Environment Protection Act 2017 is world first because it creates the only environment protection laws that contain a criminally enforceable general environmental duty. Many other important reforms were made by the Environment Protection Act which are designed to provide all Victorians with certainty and clarity about their role in preventing harm to human health and the environment.
The Strategy Division - purpose and vision
The role you have applied for sits within EPA's Strategy Division. Lead by a group of highly committed regulatory and environmental professionals, the Division brings together critical functions that together serve the Victorian community by preventing harm to human health and the environment. The Division does so by bringing together multi-disciplinary teams to understand and resolve wicked regulatory problems. These problems do not have one solution - they require methodical, progressive and multi-faceted strategies. The division contains the following groups:
**Regulatory Enablement Branch**:
The Regulatory Enablement Branch leads the development internal and external regulatory guidance and the EPA's capability uplift program to enable regulatory decision makers to effectively operate within regulatory policies and duty holders to effectively prevent harm to communities and the environment. The branch comprises four units: Industry Guidance Unit; Regulatory Learning and Development; Regulatory Standards and Change Management.

**About You**:
**To be successful in this role you will possess**:

- A relevant tertiary degree or qualifications in change management, human resources, program management, organisational development or equivalent.
- Senior experience and a record of achievement in the delivery of large-scale change initiatives, preferably within Government.
- Knowledge of contemporary change management methodologies.
- A broad understanding of environmental regulation as it relates to pollution and waste is desirable. A
