About the Organisation
The Corporate Services and Infrastructure group oversees and leads the key public accountability requirements of the department including finance, procurement, evidence and insights, performance reporting and risk, audit and integrity. The group also manages the governance and delivery of major infrastructure through the Community Safety Building Authority (CSBA).
The CSBA was established in June 2019 and designs, procures, builds and upgrades the infrastructure needed to keep communities safe. It provides end-to-end project development, management and delivery of Victoria's new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety features, such as pedestrian walkway bollards and CCTV networks. As well as delivering new infrastructure CSBA modernises, expands and upgrades existing facilities.
The CSBA has a highly skilled workforce of experienced professionals from across the public and private sectors, including specialists in community safety infrastructure, project management, engineering, design, commercial management, cost management, and safety.
The Program Manager, Fire Services must be responsive to rapidly changing policy, organisational imperatives and capable of operating across the spectrum of Fire Services related issues. The Program Manager directly reports to the Director and in close collaboration with the Executive Director and Emergency Services Team.

The position plays a key role supporting the Emergency Services portfolio to lead and manage initiatives, provide strategic and program advice, establish effective process and governance mechanisms, manage key stakeholder relationships, and improve collaboration and innovation across the team and emergency services portfolio.
About the Role
Working within a complex and exciting environment, the role requires flexibility, ability to balance the priorities of the various agencies, capacity to exercise sound judgement, undertake effective and timely actions, and coordinate a range of strategic advice and reporting. It requires excellent stakeholder management skills, coordination, and the ability to perform under pressure.
This role requires a high level of conceptual and analytical capability, a responsive and flexible approach to managing deliverables to deadlines, strong capability in managing stakeholders to negotiate shared business solutions and exceptional troubleshooting abilities.

**You will also**:

- Provide high-level, authoritative advice to the Fire Services team on complex and sensitive matters.
- Provide coordination, advice, and assistance, incorporating high level analysis and quality control, on potentially complex and sensitive matters that fall under the responsibility of Emergency Services.
- Manage the preparation of submissions and responses to corporate and government requests.
- Manage, undertake and co-ordinate the preparation of a range of cross-portfolio projects.
- Liaise with relevant managers (Fire and Emergency Services) and staff to provide appropriate advice, information, and assistance.
- Coordinate the preparation of, and prepare, departmental and ministerial briefings and correspondence as required.
- Demonstrated project management capability, including the ability to achieve objectives within tight timeframes, and actively engage internal and external stakeholders.
- An understanding of the department's structure, responsibilities, climate, and culture - including the issues and pressures to which the organisation has to respond (highly desirable).
