**The Role**
The duties of an Australian Public Service Level 5 Learning and Development Officer occupation in Defence include the following (note: not all duties are required to be performed during a 12 month performance cycle):

- Perform analysis, design, development, conduct and evaluation of complex learning and development activities.
- Oversee complex learning and development activities.
- Draft, implement and maintain supporting systems, policies and processes.
- Work collaboratively in a team based environment actively participating in and contributing to team meetings and exchange information to support the work area and team objectives.
- Build and sustain relationships with stakeholders and contribute to the maintenance of a strong customer focus.
- Select and manage the provision of learning and development services.

**About our Team**
Explosive ordnance engineering, logistics and disposal training is conducted by military personnel with limited/nil Learning & Development experience. Expertise in Learning & Development is critical for this Australian Public Service (APS) position as armament technician skills in Defence Explosive Ordnance Training School are provided through military workforce. Military personnel have very-limited/nil Learning & Development experience, making this position critical to DEOTS business efficiency and effectiveness.

Within the HR Delivery function an APS 5 Learning and Development Officer is accountable under limited direction to perform and achieve complex learning and development work within an integrated workforce. They are accountable to have and maintain a well-developed understanding of and compliance to relevant legislative frameworks, government decision-making and Defences mission and policy requirements.

An APS 5 Learning and Development Officer will be accountable for organising their workflow and making independent decisions relating to their area of responsibility. They will interpret and provide advice within the HR delivery function based on legislation, policy and procedures. They will undertake specialist research and analysis, conduct reviews, assessment, investigations and perform procedural, clerical and administrative support work to achieve results.

The APS 5 Learning and Development Officer will coordinate and contribute to the work of a team consistent to a work plan and provide advice and assistance on methods of task completion to team members. They may be a team coach or supervise a team and be accountable to set work priorities, allocate work, and manage workflows and performance. They are expected to be capable of reviewing and developing the quality of work undertaken by others and identifying opportunities for on-the-job training within a work unit.

The APS 5 Learning and Development Officer will be required to engage and communicate with stakeholders to identify, respond and provide advice on issues to achieve work unit and Defence outcomes. They will be accountable to contribute towards ongoing self-improvement and professional development.
