The Australian Bureau of Statistics (ABS) is seeking to recruit **Principal Governance Officers** and **Principal Strategic Designers** to work in our NDDA Data Governance team.

These are ongoing and non-ongoing, full-time or part-time (four days or more) positions at the APS Executive Level 1 classification level. Flexible working arrangements (including a hybrid model of working from home and the office) apply.

**About the area and role**

The Australian Bureau of Statistics (ABS), in partnership with the Department of Social Services (DSS) and Australian Institute of Health and Welfare (AIHW), are working with state and territory governments and the disability community to establish a National Disability Data Asset (NDDA). The NDDA will bring together de-identified data from Australian, state and territory government agencies for research and policy analysis.

The ABS are seeking to recruit Principal Governance Officers and Principal Strategic Designers to contribute to delivering the National Disability Data Asset (NDDA) project by progressing data sharing, data governance arrangements, and communications for the NDDA.

The NDDA Data Governance Section works closely with NDDA project partners and stakeholders within Australian, state and territory government agencies to support delivery of streamlined data governance outcomes for the NDDA project.

The NDDA Data Governance Section comprises a workforce operating from multiple locations, including ABS offices in Canberra, Adelaide and Melbourne.

For the roles, responsibilities include:

- **Data Sharing Agreements**: Lead and deliver data sharing agreement (DSA) negotiation and signing with various data custodians and stakeholders, including using the Dataplace DSA process. Manage a small delivery team.
- **Data Access and Support**: Lead and deliver the design of the project documentation data sharing agreement, Dataplace access process and reporting, and the design of the data access, use and release protocol (access component). Manage a small delivery team.
- **Communications and Stakeholder Engagement**: Lead and deliver communications for the NDDA and ANDII, including website updates, briefings and presentations, meeting papers and query responses. Lead the Data Governance Working Group secretariat, and support stakeholder engagement on NDDA and the underlying infrastructure with DSS and AIHW.

**Governance Officers**

Advanced skills or extensive experience required in:

- critical thinking and reasoning
- written and verbal communication
- stakeholder engagement
- project management
- team management

Desired knowledge or applied experience in:

- data governance, including data sharing and communications
- The Data Availability and Transparency Act (DATA) Scheme and/or Dataplace.

**Strategic Designers**

Advanced skills or extensive experience required in:

- conceptual and analytical thinking and problem solving
- written and verbal communication
- stakeholder engagement
- project management
- team management

Desired knowledge or applied experience in:

- data governance
- data access and client experience, or
- the DATA Scheme and/or Dataplace.
