**About the role**
- As the _**_Manager Network Access and Coordination_**_, you are integral to the success of V/Line’s _**_Operations Group_**_._
- The Manager Network Access and Coordination is responsible for coordinating access to the V/Line network in a manner that effectively balances V/Line’s operational, maintenance and third-party access requirements while ensuring the safe and reliable delivery of passenger, coach, freight and heritage services._
- The role will ensure that all access requests is compliant with V/Line’s Access and Works Readiness Protocols and the prescriptions defined within the Victorian Book of Rules and Operating Procedures._
- The role will hold accountability for administration of V/Line’s access management system (currently the Notice of Intent system). Additionally, the role will hold accountability for the review and assessment of events that may result in or lead to speed restrictions (e.g. consolidation TSRs and Track Force Protection)._
- The role will be responsible for developing and maintaining an accurate and detailed master schedule of all disruptive and non-disruptive access requirements and for ensuring that all access coordination or scheduling issues are identified, communicated and effectively and collaboratively, resolved._
- In addition, this position will manage the relationship with inter-operators and access providers, including ARTC, as required._
- As well as performing duties specified in this position description an employee may be required to undertake other duties or functions consistent with their classification, capabilities, and skills._

**Key accountabilities include**:

- Plan operational, procedures and standards in consultation with the Head of Network Services - Planning and Director Operational Planning and Readiness.
- Prepare short
- and long-term operational plans and submit for consideration.
- Attend various forums to ensure that the company’s interests are represented as required.
- Responsible for managing all access and occupation meetings for the operations department.
- Develop Absolute Occupation Notices (SWOs) in accordance with the Book of Rules and Operating Procedures and any other applicable instructions as issued
- Review all work requests and in collaboration with NDAM determine if the works will result in any consolidation TSRs. Ensure that modelling, temporary timetable assessments and briefings are undertaken, as required.
- Review all Track Force Protection NOIs and provide recommendations for alternative solutions or temporary timetables, where required.
- Assist the Head of Network Services - Planning in organising the implementation of change initiatives and investigation of the implication of business initiatives upon operational methodologies.
- Liaise regularly with the Head of Network Services - Planning, on service quality, controls and costs associated with the provision of services.
- Develop or procure systems for the management of all access to the V/Line network.
- Assess and assist the RN&A maintenance department in relation to rescheduling and or assist with plant train planning for major track works.
- In conjunction with the Head of Network Services - Planning review all ICP’s and make recommendations for change if necessary.
- Drive continuous improvement and innovation in the context of V/Line’s access management framework, including responsibility for the development of process efficiencies and for modernisation of V/Line access management systems.
- Contribute to the preparation of business planning and budgets.
- Ensure services are provided in accordance with train operating handbook.
- Achieve performance and reliability targets.
- Participate in Business Improvement Program.
- Ensure 3rd party access is planned and carried out in accordance with policy and the book of Rule and Operating Procedures.
