Our client is seeking for a qualified accountant to join the Finance Business Unit as **Assistant Manager, Budgets and Reporting**.

**About the Team**:
The role will support and drive the agency's financial strategy, management and operations, and deliver comprehensive financial advice and support across the agency.

The Finance Team has responsibility for delivery and oversight of end-to-end financial management at the agency. The incumbent will work closely with the CFO, the Finance Team and Business Unit managers and staff, to support and improve financial outcomes, practices and business performance. This will be achieved within the context of the agency's broader financial and strategic objectives, and the Australian Government's budget and funding settings.

**Responsibilities**:

- managing the annual internal budget cycle, including development of operational and capital budgets and reforecasts, at a whole-of-agency, cost centre and project level, in collaboration with the agency's Executive and budget holders.
- managing the annual external budget cycle, including ongoing Commonwealth government reporting requirements, preparation of the Portfolio Budget Statement, preparing funding request and other submissions.
- overseeing internal and external financial performance reporting, including to the agency's Council, Audit Committee and Executive, business unit and project budget managers, the portfolio department, central agencies and other government stakeholders;
- acting as a trusted business partner across the agency, including developing, analysing and reporting detailed and complex financial information, in operational, performance and funding contexts to financial and non-financial stakeholders;
- assisting with financial operations including month and year end close processes, systems administration, policies, processes and systems improvement, and other ad hoc financial management requirements; and
- building team culture, capacity and capability, while demonstrating an awareness and personal commitment to the APS Values and Code of Conduct.

**Skills and Experience**
- Extensive experience in managing an organisation's financial planning and performance reporting function, including complex budget development, implementation and monitoring, preferably in a government or not-for-profit environment.
- Proven ability to improve and drive financial performance and compliance through detailed and rigorous analysis of data and other performance information and the provision of relevant strategic and operational financial advice.
- High level communication skills, including the ability to work successfully with a range of internal and external stakeholders, to achieve financial and operational outcomes.
- Proven ability to successfully manage small teams in a corporate and service delivery setting, to deliver day to day and organisation-wide finance functions.
- Demonstrated awareness and personal commitment to the APS Values and Code of Conduct

**Eligibility/Other Requirements**:

- To be eligible for employment for this role, you must be an Australian citizen. Be able to obtain and maintain a valid Baseline Security Clearance.
