**Position Overview**:
Whitehorse City Council is undertaking a change to the organisational structure to facilitate the successful delivery of transformation program which includes a significant investment in technology transformation. We are seeking an experienced Program Manager - Technology Transformation, to strategically manage, plan and coordinate services, programs and projects within the Change and Continuous Improvement Department that enable the achievement of Transformation principles and objectives. This position is responsible for coordinating the successful delivery of the Technology Transformation Program in partnership with the Manager Organisational Transformation through and with stakeholders, customers, and vendors. This role reports to the Executive Manager Transformation and is part of the Senior Leadership Team.

**Key Responsibilities**:

- Ensure the delivery of customer focussed technology change projects aligned to the objectives of the Technology Transformation Plan.
- Work closely with the Manager Organisational Technology to lead the Technology Transformation Program Delivery Teams to put the customer at the centre of all technology change projects from procurement to implementation.
- Lead and direct project team members in a collaborative, well organised and scheduled manner.
- Establish vendor relationships and lead the procurement process.
- Engage collaboratively with stakeholders to understand both customer and business needs and objectives.
- Establish and coordinator program management governance, reporting and risk management.
- Value and develop project management expertise within a culture of effective communication and customer service excellence.
- Prioritise the delivery of an endorsed program of work ensuring operational engagement, transition planning and change management while meeting agreed time and resource commitments.
- Prepare, manage, and present risk registers, schedules, budgets and reports to managers and stakeholders.
- Prepare program/project communications updates as required to various levels of internal stakeholders and Councillors.
- Foster good governance by adhering to and administering appropriate policy processes and operational standards to ensure risks are mitigated and project delivery efficiencies are supported.
- Assess and evaluate the success of the program and project activities.

**Qualifications and Experience**:

- Demonstrated experience managing multi-year programs of work.
- Highly developed oral and written communication skills with the ability to communicate, negotiate and work collaboratively with a range of stakeholders to achieve targeted outcomes.
- Experience leading cross-organisational collaboration to co-design, deliver and manage the delivery of desired outcomes.
- Demonstrated ability to manage technology vendors to deliver on-time and to contractual terms.
- Highly developed ability to work with customers and stakeholders to ensure technology solutions meet needs and requirements.
- Uses historical, social, environmental, political and technology context to inform business and mitigate
