**Purpose of the Pre-Contracts Function**
- The Transport division has a significant pipeline of new project opportunities to pursue.
- Tenders, Transactions and Augmentations that will be led by the Pre-Contracts function will typically be in excess of $100m in value, involve multiple business units in the Transport Division requiring an integrated response.
- The recently established Pre-Contracts function within the Transport Division has been created with the primary objective of leading the pre contract tendering activities, together with the Transport Division business units, to capture these project opportunities.
**Job Purpose**
- The primary purpose of this position is to support the Bid & Pre-contracts Manager in providing a sustainable pipeline of work for the major projects business unit and includes the following aspects:
- Coordinate the preparation and submitting of completed tenders for allocated project’s.
- It will ensure that all the client's questions have been answered as fully as possible and will undertake effective measures to increase the probability of UGL winning the contract (if deemed viable) and successfully completing the project.
This role may work in conjunction with a Bid Director and often with specialists in engineering and construction, liaising with estimators who produce the price element of a bid. This is all collated into the submission, which is what this role will generally work on. This role will be involved in every aspect of the submission and needs to have an excellent appreciation of what the client needs
**Responsibilities**
- Be the primary UGL contact with the customer nominated representative for designated project(s) and cultivate and manage this relationship in a manner congruent with UGL Principles.
- Detailed review of the project scope, budget, schedule, and quality requirements as defined in the project handover documentation, and subsequent initiation and setup of the project baselines within the agreed timeframes.
- Working with the relevant operations, lines of business, and functions within Major Projects business, mobilise a project team and assign internal responsibilities for delivery of specific project requirements.
- Generation of the appropriate project planning and management documentation as contractually required, and in accordance with UGL project management framework and best practice.
- Build effective internal and external relationships to ensure open and honest communications are maintained and any problems/concerns are resolved in a timely manner to mitigate impact to project performance.
- Participate in the bid and tender efforts as requested, to ensure that the capabilities and requirements of the respective operation and line of business applicable to the work being tendered are communicated and represented within the tender in such a way as to minimise risks during execution of the work.
- Operate within UGL Project Management framework and its associated processes and procedures across all areas of the assigned project(s) to ensure project key performance indicators (KPIs) are achieved.
- Continually monitor and review key performance indicators (KPIs), implementing changes and adjustments as required, addressing variations to planned performance.
- Monitor and control the project financial baselines, investigating any variations to plan, and forecasting project revenue, costs and cash flows.
- Identify and pursue opportunities for increased revenue through variation, and increased profitability through cost savings, in accordance with required UGL governance processes to improve overall project performance.
- Implement and maintain regular communication and reporting with key client(s) as required to meet contractual requirements, and foster an open collaborative working relationship to realize project outcomes.
**Qualifications**
- Tertiary qualification in engineering.
- Project Management qualification preferably AIPM Diploma level or above.
- AIPM certified Practicing Senior Project Manager (CPSPM), PMI certified Project Management Professional (PMP) or demonstrated equivalent experience.
- Sound understanding of PMBoK, Prince2, Agile, or other appropriate project management methodology.
- Experience in MS Project, Primavera P6, or equivalent scheduling software.
