**About South Eastern Melbourne PHN (SEMPHN)**
SEMPHN is a leader, facilitator, and influencer towards the shared goal of better primary health care.
We are one of six Primary Health Networks (PHNs) in Victoria, and 31 PHNs across Australia, with around 1.6 million residents in our catchment.
Reporting to an independent Board, we are funded primarily by the Australian Government to help
people in south east Melbourne get the health care they need, when and where they need it. We do this by:
- commissioning out-of-hospital services, locally.
- partnering to make quality care more accessible and integrated, and easier to navigate especially for people who need it most.
- helping primary health care professionals to deliver the best care possible now, and into the future.
- influencing Government policy on primary health care reform.
**About the Data, Evidence and Impact Services**
The Data, Evidence, and Impact Services Directorate (DEIS) leads the curation, analysis and translation of data to answer important questions about the health care needs of our catchment, so that health services can be delivered to the right people, when and where they need it. DEIS maintains, or has direct access to, a large variety of datasets, including data from general practice, hospital data and outcome data from programs already commissioned by SEMPHN. These data are used to inform population health planning, system integration and service commissioning.
**Job Summary**
Reporting to the Data & Reporting Lead, Data Analyst (Power BI) will work in the Data, Systems and Reporting team to develop Power BI data models, reports/dashboards, and Power BI apps to clearly visualise insights to all stakeholder levels.
The role is highly collaborative and involves working with cross-functional teams with a particular focus on:
- Developing a reporting infrastructure to monitor programs performance and data quality, across Mental Health and Alcohol and Other Drugs programs.
- Building interactive health and service needs atlas for Southeastern Melbourne catchment.
- Preparing technical documentation on dashboard build and use.
The role will contribute directly to improving population health outcomes of people living in the South Eastern Melbourne region.
**Key Responsibilities**:
- Build, maintain and enhance the reporting platform to support the ongoing management, monitoring, and improvement of SEMPHN commissioned programs.
- Develop and maintain an interactive tool Health Needs Atlas to inform health needs in the region.
- Prepare technical design documentation and maintain the source of truth for all data definitions and calculation methodologies and create data flows to support ongoing reporting.
- Liaise with internal and external data providers to ensure timely access to updated and relevant information to meet the needs for service and workforce planning.
- Liaise with the range of key stakeholders regarding data collection and analysis needs.
- Develop complex data models from varying sources with incremental refresh, model performance optimisation/tuning and hierarchical data.
- Perform UI design including development of a theme in alignment with the project style guide.
- Build DAX queries and functions in Power BI aligned with best practice and industry standard for optimal data model and reporting performance including hierarchical data models.
**Key Selection Criteria**
**Qualifications**
- Relevant tertiary qualification in computer science, IT, data science or other relevant numeric discipline
**Skills, Knowledge, and Experience**
- Advanced expertise in Power BI, particularly in DAX modeling (table, aggregation, and iteration functions), Power BI gateways, Power Maps, Power Pivot, and Power BI web server.
- Essential SQL coding skills, specifically in creating stored procedures and views, with a solid understanding and experience in database tuning.
- Strong analytical skills and adeptness in requirement gathering are essential for effective report writing.
- Responsible for managing data refresh on existing reports and timely release to enable informed decision-making within the business.
- Proven ability to work collaboratively in a team environment, efficiently prioritize workload, meet stringent deadlines, and navigate ambiguity.
- Experience in data integration and master data management.
- Highly desired knowledge of data warehousing concepts.
- Python or R coding skills are highly desirable.
