The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.
The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.
**Overview of the Branch and Section**:
Strategy Division is an exciting, innovative and rewarding place to work. We lead on a range of priority policy challenges and cutting-edge issues to help Ministers and senior executives protect Australia’s national security, prosperity and unity. We use our birds-eye view of the Portfolio to develop strategic policy advice and economic advice across a wide variety of policy domains. Our topics range from cyber security and maritime security to grey-zone conflict and the nexus of economics and national security. We operate in a dynamic environment and deliver future-focused advice in response to the priorities of Government and our Ministers.

The Division harnesses and grows the capabilities of our people, enabling good ideas to deliver outcomes. We draw on a range of skills, including creative policy development, economic modelling, capability planning, futures thinking, cyber security policy expertise, structured analytical techniques and scenario planning.
We work across all areas of the Department and in close partnership with Portfolio agencies to deliver holistic advice. We partner with industry, research Organisations and other Government agencies to improve the quality of our advice to the Government.
There are a range of positions to be filled across the Strategy Division. Roles will likely be available in all four Branches within the Division:
- **Strategic Policy Branch **shapes the strategic direction of the Home Affairs Portfolio and provides strategic policy advice and guidance on key Government policy priorities, including through the use of forecasting and scenario planning and strong partnerships with industry and research institutions. Our people work on a range of diverse content, including grey-zone conflict, climate security, space security and strategy in the Indo-Pacific. We also undertake futures and trends analysis and lead the Department’s strategic partnerships
- **Cyber Policy and Strategy Branch** leads the development of cyber security policy for the Australian Government, and oversees implementation of Australia’s Cyber Security Strategy 2020. The Branch works across the Australian Government, state and territory governments, international partners and industry stakeholders to achieve a range of cyber policy outcomes. Our people work on a range of diverse policy initiatives, including cyber security reforms across the whole of the digital economy, advice on responding to malicious cyber activity and tackling the global challenge of ransomware
- **Capability Planning and Development Branch** works with stakeholders across Government to deliver fit-for-purpose, strategy led and evidence based solutions to complex capability planning and development challenges. The work of the Branch informs and guides the development of future capabilities enabling the Portfolio and the Government to make strategically-aligned, integrated and prioritised capability investments
- **Economic Analysis and Regulation Policy Branch** provides support to stakeholders across the Portfolio on evidence-based economic analysis and the Government Deregulation Agenda, for policy, operational or other needs. The Branch enhances long‑term strategic, policy and operational guidance contributing a strong economic data-centric evidence base for Home Affairs’ policy development.
