**Who we are**
The Office of the Capacity Investment Scheme Division in the Department of Climate Change, Energy, the Environment and Water (DCCEEW) is responsible for delivering on the Australian Government’s electricity policy commitments. This includes providing policy support to transition Australia’s economy to net-zero emissions by 2050 while maintaining energy security, reliability, and affordability. The CIS involves the Australian Government seeking competitive tender bids for renewable capacity and clean dispatchable capacity projects to:

- deliver an additional 32 GW of capacity by 2030,
- fill expected reliability gaps as ageing coal power stations exit,
- deliver the Australian Government’s 82% renewable electricity by 2030 target.

The Australian Government will provide revenue and underwriting for successful CIS tender projects, with an agreed revenue ‘floor’ and ‘ceiling’. This will provide a long-term revenue safety-net that decreases financial risks for investors and encourages more investment when and where it is needed. The CIS will work alongside the National Energy Transformation Partnership to coordinate action by the Commonwealth, states and territories.

The Policy & Engagement Branch is part of the Office of the CIS in the Department of Climate Change, Energy, the Environment and Water. The Policy & Engagement branch has three teams:

- Economic Analysis & Modelling Team
- CIS Policy Team
- Engagement and Consultation Team

The Economic Analysis & Modelling team is responsible for:

- Economic analysis to support CIS strategic policy development and negotiations with jurisdictions around Renewable Energy Transformation Agreements (RETAs).
- Electricity market modelling and other analysis of energy sector transformation pathways.
- Building relationships with state government electricity policy areas to support a shared understanding of the energy transition and market modelling.
- Developing the framework for setting capacity targets for CIS tenders. This requires an in-depth understanding of reliability in electricity systems.
- Financial modelling of scheme costs.

**The Job**
As an EL2 Technical Adviser you will have deep experience and expertise in Australian electricity markets, renewable energy and storage technologies. You will help shape the strategic direction of the team, lead delivery of key work streams, and coach and mentor junior staff. You’ll collaborate with colleagues from across the department and external stakeholders - including other government agencies, industry, market bodies, and consumer representatives. You’ll use qualitative and quantitative analysis to map policy opportunities and risks in the energy system. You’ll manage relationships with advisers, including market modelling advisers and commercial consultants. You’ll write clear and succinct analysis and policy advice. Your work will contribute to transforming Australia’s electricity system towards a low-carbon, renewable energy future.

**Citizenship** - To be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.

**Security Clearance** - This position requires a Baseline Vetting security clearance. You will be required to obtain and maintain a clearance at this level.
