**Who we are**
The Post-Entry Quarantine Group (PEQ) within Biosecurity Plant and Science Services Division is responsible for the post arrival quarantine of plants and animals at the Mickleham Post-entry Quarantine Facility located on the outskirts of Melbourne. The Mickleham PEQ Facility is purpose built for accommodating high risk plants, horses, cats, dogs, ruminants, birds and bees while undergoing post-entry quarantine. Working in partnership with plant scientists and veterinarians, we ensure that all plants and animals passing through the facility meet all necessary requirements to demonstrate compliance with the regulatory requirements for their safe import and that the health and welfare of the plants and animals is maintained throughout the period of their stay in PEQ.

The Animal Team facilitates the import of cats, dogs and horses for industry stakeholders and clients. The management of cats, dogs and horses within quarantine is undertaken in low to medium biosecurity containment facilities with all activities being performed to manage risk associated with biosecurity and animal welfare. This is a seven day a week, 24 hours a day operation.

**The Jobs**
The role of a Team Leader is to supervise staff to support the achievement of operational outcomes in line with the department’s business objectives. The successful applicants will need to influence and contribute to change, while contributing to business planning and decision-making processes. They will also be required to demonstrate innovative leadership while providing support to and managing staff in a team environment. These roles can be physically demanding and involve working with animals and lifting, pushing, carrying and cleaning animal crates and pens.

The duties of these roles may include some or all the following:

- Leading and managing the day-to-day operations of a team working in a regulatory environment, including managing workload and quality assurance activities.
- Assisting in all management activities that support the team’s operational performance (ie preparing shift rosters).
- Effectively communicating, liaising, negotiating with and responding to internal and external clients including security personnel, facilities management, departmental Veterinary Officers, industry grooms and attending private veterinarians to achieve successful biosecurity and welfare outcomes for animals in quarantine.
- Providing timely and accurate advice on complex animal biosecurity and welfare matters to employees, stakeholders/clients and senior managers.
- Prioritising tasks, adapting to changing priorities and making effective use of resources to ensure service delivery standards are met.
- Contributing to the business areas improvement initiatives and projects.
- Exercising appropriate delegations in accordance with policy, processes and guidelines.
- Managing, modelling and monitoring compliance with appropriate standards of behaviour including the APS Code of Conduct and Values.
- Promoting and complying with departmental Work Health and Safety and rehabilitation policies and guidelines and being alert for and reporting risks to Work Health and Safety.
- Fostering a culture of safety, diversity, inclusiveness, positive attendance and high performance.

**Please note** that this recruitment process will be used to fill multiple vacancies in the PEQ. If an offer of non-ongoing employment is made to a new employee, the successful applicant may be employed for an initial period of 18 months with the possibility of extension. Some of these non-ongoing positions may become ongoing. Should a position become ongoing then the merit pool established through this selection process, which is valid for a period of 18 months from the date the vacancy was advertised in the Public Service Gazette, may be used to fill the vacancy on an ongoing basis. The merit pool may also be used to fill future ongoing and non-ongoing vacancies in the PEQ where the duties are of a similar nature.

**What we are looking for**

**Knowledge and experience**
- Experience in leading, managing and supporting staff in an operational environment.
- Knowledge or an understanding of the department’s role in delivering national biosecurity operations, including live animal import conditions and biosecurity requirements under the _Biosecurity Act 2015_.
- A sound knowledge and understanding of animal husbandry principles, including animal first aid and the identifying signs of sickness, including infectious and contagious diseases.
- Experience in the effective coaching and mentor
