Financial Assets and Liabilities group
The Financial Assets and Liabilities group (FAL) provides advice and reports on the State's financial assets and liabilities and associated financial risks. This includes the State's investments, debts, superannuation and insurance claims liabilities, and guarantees. FAL is also responsible for providing governance and prudential oversight of the State's public financial corporations (PFCs), and coordinating the financial and budgetary reporting of the State's PFC sector.
**The FAL group is made up of two teams**:
- Balance Sheet Management
- Financial Policy.
This position is located within the Financial Policy team which has a wide ranging array of skills and responsibilities, including but not limited to:
- prudential oversight of the State's PFCs
- overseeing the investment governance and policy framework for the State's long‑term investments and those of its public bodies
- developing and maintaining Prudential Standards for the State's PFCs and public sector superannuation funds
- managing the financial reporting and budget estimates for the PFC sector and the State's superannuation liability
- managing, implementing, and reviewing policies and reforms related to the State's insurance agencies
- providing advice on public sector superannuation policies and the management of the State's unfunded superannuation liability.
About the role
Under the guidance of the Manager and Senior Financial Analyst, the Financial Analyst will be responsible for:
- Reviewing and analysing the Corporate Plans and Annual Reports submitted by PFC sector agencies for the purposes of preparing materials for senior management and Ministers
- Reviewing agency performance against agreed key performance indicators on a quarterly basis to inform updates to senior management and Ministers
- Reviewing and analysing the financial data provided by agencies in the PFC sector for inclusion in the State's Budget and other published financial reports
- Liaising with internal and external stakeholders as required to support the review and assessment of PFCs' financial data
- Undertaking financial analysis, and providing advice on the capital management, pricing and financial sustainability of the State's PFCs
- Preparing ministerial briefings on a range of issues impacting the State's PFCs
- Actively participating as a member of a team to achieve the objectives of the FAL group and the Department.
About you
To be considered for the role, you must be able to demonstrate:
- Strong analytical and conceptual skills including experience analysing financial statements and/or financial data
- Sound organisational skills with a proven ability to deliver results within agreed timeframes
- Well-developed written and verbal communication skills, with some experience preparing and delivering written material such as briefings/reports
- Well-developed interpersonal skills with a willingness to liaise with internal and external stakeholders
Experience and qualifications
- At least two years' experience in financial statement analysis.
- Previous experience preparing briefings and reports for consideration at senior executive/ministerial level is desirable but not essential.
- Tertiary qualifications in business, accounting or finance.
- Experience using State Resource Information Management System (SRIMS) would be advantageous but is not required.
