**Division Responsibilities**

The Indigenous Health Division aims to improve access for Aboriginal and Torres Strait
Islander people to effective health care services essential to improving health and life
expectancy and reducing child mortality. The Division enables the delivery of high quality,
comprehensive, culturally appropriate, primary health care services to Aboriginal and Torres

Strait Islander people. We contribute to the Department’s purpose by supporting
Government, and engaging and partnering with key stakeholders to achieve stronger health
and wellbeing outcomes for First Australians. We lead and shape evidence-based policy, and
implement well targeted and innovative programs to increase access for Aboriginal and
Torres Strait Islander people to high quality and culturally competent, sustainable health
services. We work in a complex and dynamic policy environment to improve primary health
care services and system effectiveness for Aboriginal and Torres Strait Islander people
through best-practice regulation.

**Branch Responsibilities**

The Policy, Partnerships and Performance Branch is the policy lead for the Closing the Gap
health agenda. In partnership with the sector and other stakeholders, we drive
implementation of the Aboriginal and Torres Strait Islander Health Plan 2021-2031. We also
oversee data and research to support better health outcomes for Aboriginal and Torres
Strait Islander people and administer funding under the IAHP. We work collaboratively
across the Department, other portfolio agencies and government to influence mainstream
health services and supports to meet the needs of Aboriginal and Torres Strait Islander
people.

**Section Responsibilities**

The Research Data and Performance Section is responsible for providing, facilitating and
communicating the use of data and evidence in Indigenous health policy and programs. It
provides policy advice relating to: Indigenous health evaluation; use of administrative and
bespoke datasets; strategic and technical support for reporting undertaken by Indigenous
health services; health research related to Indigenous health issues; research funding; and
secretariat to major Government committees related to Indigenous health data. The section
works closely with the National Indigenous Australian Agency, the Department of Social
Services, the Australian Institute of Health and Welfare (AIHW), the Australian Bureau of
Statistics (ABS), Aboriginal and Torres Strait Islander health services, academia and
consultancies.

**Key Responsibilities**

The Assistant Director takes the lead on program management and/or secretariat functions.
Specific responsibilities include:

- Work collaboratively leading a small specialist team to develop strategic approaches

to evaluation, data use, direct research investments, and manage data requests
- Manage relationships with key evaluation stakeholders and oversee existing

evaluation contract with Allen and Clarke Consulting
- Lead the Department’s monitoring and evaluation agenda through the development

of an Indigenous Health Evaluation Framework and accompanying suite of
documentation
- Manage relationships with the Lowitja Institute and oversee the existing program of

research and operations funding; manage relationships with ABS, AIHW and oversee
the existing program of analytic work to ensure it is completed to a high standard
- Oversee management of ad hoc data requests, including Medicare Voluntary

Indigenous Identifier (VII) data access requests
- Collaborate with key research and data stakeholders to progress key research and

data initiatives, e.g., Closing the Gap data development, Indigenous data
sovereignty, development of Health Indigenous identifier, and the Aboriginal and
Torres Strait Islander Health Performance Framework
- Provide advice to the Indigenous Health
