Cross River Rail is a new 10.2km rail line including 5.9km of twin tunnels running under the Brisbane River and CBD. It includes the delivery of four new underground stations, two new above-ground stations, accessibility rebuilds for six stations, the construction of three new stations on the Gold Coast, and the introduction of a new world-class 'ETCS' signalling system.

About the Role
As a Senior Procurement & Contracts Advisor, you will oversee the development, governance, and execution of panel and contract arrangements for a diverse range of goods and services, including technical advisory and professional services. Your expertise will support the Cross River Rail Delivery Authority's operations across key business functions, such as IT, facilities, professional and engineering services and capital project works.
As a key interface between CRRDA and external suppliers, this role involves full lifecycle procurement, from initiation to contract finalisation, in a fast-paced and agile project environment. This opportunity is offered as a contract until December 2026 with possibility of extension.
**Key Responsibilities**:
Lead the development and procurement of panels, ensuring alignment with relevant procurement principles and guidelines.
Partner with internal and external stakeholders to plan procurement strategies, assess market options, and recommend solutions.
Prepare procurement and contract documentation, including procurement plans, tenders, evaluation reports, negotiation plans, and award recommendations.
Implement project management methodologies to drive and measure procurement outcomes.
Provide regular reporting on procurement activities and panel arrangement delivery.
Ensure procurement processes and contract decisions are documented for audit and probity purposes.
Support contract owners in managing supplier performance, resolving contractual disputes, and handling invoicing issues.
Prepare high-quality briefing papers, reports, and correspondence as required.
Contribute to continuous improvement of procurement and contract management processes.
**About You**:
Minimum 5 years experience in procurement and contract administration.
Experience in procurement under the Queensland Procurement Policy, including developing Standing Offer / Panel Arrangements.
Strong knowledge of contract formation and tendering processes.
Critical thinking and influencing skills to provide constructive challenge to stakeholders.
Strong written communication skills, including report and briefing note preparation.
A bachelor's degree in business or commerce (or a related discipline) is highly desirable, along with procurement qualifications.
