**About the role**:
The Manager, Budget Allocation and Monitoring is responsible for supporting the effective management of health sector funding, ensuring budget allocations are matched to need, overseeing sector budget and grant allocation processes and assessing the efficiency and effectiveness of the allocation of available resources.
The role is also responsible for working across all program streams to ensure the allocation of funding is timely in accordance with government expectations; monitoring external budget sufficiency; and developing business intelligence to assist with the early identification of pressures on the external budget commitments of the department and to identify opportunities for the more efficient utilisation of resources.

The successful applicant will have demonstrated financial leadership within complex organisations, strong financial acumen and budget accountability, as well as an ability to influence others to maximise outcomes for the Victorian health system and Victorians.

**Suitable applicants will be able to demonstrate**:

- Understand the budget processes, health system funding and the impact of operational activities on financial performance and sustainability.
- Drive the process to ensure the external budget allocation process for external funded agencies is timely and in accordance with government expectations.
- Provide insight and advice to the Director and Executive Director regarding the effectiveness and sufficiency of budget allocations, through the development of budget modelling and resource allocation analysis.

Effectively supervise and provide leadership to a team of employees by:

- leading and supporting individuals to achieve their potential and contributing to organisational goals and outcomes.
- modelling behaviours integral to good people management and departmental values.
- where relevant, managing and monitoring specific improvement objectives in annual improvement plans relating to the area of responsibility.
- Extensive experience coaching, developing and managing a team
- Extensive experience in change management and providing positive and constructive leadership during and following change management period.
- Proven ability to operate in accordance with delegated authority, consistent with departmental and government policies.
- Where responsible for overseeing, monitoring or delivering projects, ensure they are delivered in accordance with best practice, relevant legislation and government regulations and guidelines.
- Identify emerging issues, risk and trends impacting on the successful achievement of key business objectives and imperatives and provide high quality business intelligence and sound recommendations based on comprehensive research and investigations.
- Strong critical analysis and reporting skills, high attention to detail, excellent writing skills and experience in managing stakeholder relationships.
- Formulate compliance and evaluation strategies to address specific issues related to the effective provision and implementation of required outcomes.
- Provide leadership, guidance and authoritative advice to internal and external stakeholders and prepare and present detailed, comprehensive reports, ministerial briefs, cabinet and agency submissions on complex matters.
- Highly developed interpersonal and negotiation skills, with an ability to establish and maintain effective working relationships, provide advice on processes and policies, and work effectively with a diverse range of internal and external stakeholders.
- Demonstrated willingness to be flexible and adaptable to changing priorities with the ability to meet deadlines while working in pressured situations
- Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
- Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.
- Demonstrate how the actions and outcomes of this role and work unit impact clients and the department's ability to deliver, or facilitate the delivery of, effective support and services.
