The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.

The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.

**Overview of the Branch**:
The Customs and Trade Policy Branch (C & T P) is responsible for policy and legislation governing the movement of goods across Australia’s border. The Branch provides the policy framework and guidance on the importation, exportation, reporting, movement and clearance of goods at the border. We support the Government’s revenue and trade facilitation objectives at the border including the Australian Border Force’s response to black economy activities.
C & T P Branch also oversees strategic engagement with the World Customs Organization (WCO) and other multilateral bodies, and the international aspects of the Australian Trusted Trader program and administers import permit regimes for a variety of prohibited goods.

**About the roles**:
**Trade Revenue Policy Section**
The Trade Revenue Policy Section is responsible for Excise Equivalent Goods (tobacco, alcohol and petroleum), border revenue, duty, indirect taxes, (Goods and Services Tax, Luxury Car Tax and Wine Equalisation Tax) and charges (Import Processing Charge). Trade Revenue Policy is also responsible for policy for refunds, drawbacks and industry assistance schemes.
Trade Revenue Policy incorporates the Black Economy Policy Unit (BEPU). The BEPU oversees a whole of portfolio strategic response to border-related black economy issues.

Roles in this Section would best suit generalist or strategic policy officers, particularly those with backgrounds in taxation, intelligence, compliance or customs procedures.

**Trade and Tariff Policy Section**

The Trade and Tariff Policy Section provides policy support to the negotiation and implementation of free trade agreements (FTAs) including developing and implementing the related legislative amendments. The Section provides technical advice during FTA negotiations on behalf of the ABF and the Department of Home Affairs on matters such as the movement of natural persons (MNP), rules of origin, customs procedures and trade facilitation.

Trade and Tariff Policy works with other agencies to develop and prosecute Australia's position on tariff classification matters at meetings of the Harmonized System Committee at the World Custom Organization (WCO). The Section is also the policy lead on customs valuation and rules of origin matters at the WCO and domestically.

This area also manages the legislative and system changes to implement adjustments to Australia's customs duty rates, particularly for excise-equivalent goods (alcohol, tobacco and fuel) and phasing rates for free trade agreements.

Roles in this Section would best suit generalist or strategic policy officers, particularly those with an interest or background in international trade and customs procedures.

**Environmental Goods and Product Safety Section**

The Environmental Goods and Product Safety Section co-ordinates and compiles statistics on Intellectual Property (IP) border enforcement activities and IP seizure statistics. The Section is responsible for liaising with ABF regional officers relating to the monthly processing of IP monthly statistics. The Section may also be leading the implementation of a national reporting system for IP seizures. Officers in the area provide and report statistical information to media enquiries received and ministerial correspondence, assist the Manager in the identification and development of complex legislative and policy reform opportunities that deliver the Government’s regulated goods policies and consistently liaise with internal and external stakeholders to provide advice on the administration of related border controls.
