**The Role**
Reporting to Director - Business Improvement team, the Assistant Director is responsible for leading the research, development and transition to delivery of operational policy improvements for the Pacific Australia Labour Mobility (PALM) scheme. The Assistant Director will work in consultation with other government partners, across the wider division and department, and with key stakeholders to support alignment of operational policy with strategic objectives and ensuring operationalisation.

Responsibilities of the EL1 may include:

- Translation of strategic policy, and Approved Employer Deed and Guidelines obligations into Standard Operational Procedures (SOPs) and other relevant support products (e.g., Frameworks, Factsheets, Guidelines etc.) for the Delivery Teams’ use. Including creation of a knowledge base.
- Supervisory responsibilities of APS level officers.
- Lead the design, development and implementation for a Cultural Competency Framework and training materials for external stakeholders including Approved Employers (engaging across the Division, with relevant partner agencies and with users).
- Lead engagement on operational policy and delivery considerations for strategic projects including pilots, engaging with relevant partner agencies and across the Division. Lead ongoing operationalisation of pilot programs, where endorsed by Government.
- Lead work on review, development and updates to Standard Operating Procedures and other relevant guidance including overseeing design and delivery of a knowledge base.
- Oversee develop of a program feedback framework and undertake continuous improvement through review, consultation and analysis of existing program policies and settings to maximise program effectiveness and outcomes.
- Prepare and review New Policy Proposals (NPPs) and other Division/Departmental Initiatives, including reviewing, and assisting with costings/costings justifications for presentation to senior staff and Senior Executive.
- Liaise with internal and external stakeholders across the Division, Department and Partner agencies and participate in committees/other forums to develop and assist in the coordination of new initiatives and PALM reforms.
- Other work as relevant and required.

**The Opportunity**
This position is available to Ongoing APS employees as a temporary transfer at level or a temporary performance (Acting) opportunity for a period of 6 months.
