The Head of Project Controls and Standards holds a leadership position within the authority wide Program Management Office (PMO). They are responsible for driving continuous improvement initiatives, standardisation and uplift across the entire authority and end-to-end lifespan of projects, from inception through to asset management, whilst managing and coaching a team of technical experts and owning the ongoing development and enhancement of an authority wide Project Management Framework (PMF). They will lead and have overall responsibility for planning, development, implementation, continuous improvement of the project management policies, business rules, practices, and process that Victorian Health Building Authority (VHBA) PMO implement.
They will lead continuous improvement across all project management elements within the Authority, while providing authoritative strategic advice to project managers and the Executive Leadership Team (ELT) on management of risks, issues and non-compliance.
The Head of Project Controls and Standards will interface directly with VHBA's ELT and help shape and deliver VHBA's strategy through the effective management of the PMO and its functions.
**Are you**
- An experienced senior project leader with extensive public or private sector experience in planning, design and delivery of complex infrastructure projects?
- Someone who can lead the continuous improvement and implementation of project controls, policies, procedures, standards and tools required to deliver projects across the Victorian Health Building Authority's (VHBA) portfolio of High Value High Risk, Health Capital projects?
- Someone with significant technical expertise in managing and uplifting enterprise wide Project Management Framework's covering key organisational standards and capability?
- Someone with experience in managing, monitoring and assessing the status of all projects within infrastructure delivery teams?
- Able to provide strong leadership and mentor a team of SME's whose technical capability stretches enterprise-wide?
- Able to provide authoritative, strategic advice to senior stakeholders in government at an executive and Deputy Secretary level?
