About us

As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.

Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.

Purpose of the role

The Office of the Chief Officer provides strategic leadership, direction, advice and management of the Queensland State Emergency Services to achieve organisational outcomes, sustained volunteerism and capability service delivery through the delivery of programs and plans to deliver an effective Disaster and Emergency Services Agency. The Office also provides leadership to establish critical paths, monitor group performance and processes and manage risks as they relate to deliverables and milestones.

Reporting to the Chief Officer, SES, you will provide high quality executive, governance, and operational support to the Chief Officer in relation to matters impacting across the service. You will manage complex and/or sensitive issues and coordinate projects/tasks, including providing timely and informed advice to the Office of the Minister, community organisations, key client groups, and other senior departmental officers as appropriate on behalf of the Chief Officer to support the achievement of organisational objectives.

Special requirements
- The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award - State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday.
- It is expected the incumbent will participate in an out-of-hours on-call roster during emergency operations. This may require work outside of normal hours (e.g. night shift), including weekends, working extended hours and may include travel to rural and remote communities, intrastate or interstate travel as necessary and/or deployment activities to other parts of the state.

Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:

- Provide confidential executive support and high-level advice, options, and support in relation to existing and emerging strategic and operational issues to support informed decision making and planning, and improve service delivery.
- Prepare, contribute to and quality check complex briefings, reports and submissions ensuring actions and priorities are addressed and accurate and appropriate replies are formulated to ensure consistent workflow is achieved and deadlines are met.
- Lead, plan and implement significant projects and initiatives as directed, and participate in departmental initiatives to support ongoing improvement strategies, and ensure timeframes and deliverables are achieved.
- Liaise and negotiate for and on behalf of the Chief Officer and SES, including to represent the Chief Officer at meetings, and internal and external forums as required to promote SES strategy and planning initiatives and achieve quality outcomes.
- Build and sustain partnerships and networks with stakeholders, and actively identify opportunities to engage these stakeholders on initiatives to effectively liaise and negotiate agreed outcomes on difficult and complex agreements, projects and program issues.
- Develop, implement and review executive support systems and procedures to identify business enhancements, while providing leadership to the executive support resources to maximise business improvement initiatives.
- Lead and manage a small team, fostering teamwork and managing human resource activities including developing of staff through performance, planning and review.
