**The Role**
The Special Programs Manager is part of a small team that works to accelerate innovative opportunities in emerging technology and delivers facilities for DSTG scientists and technologists to conduct their classified research. This position plays an integral part in both of these functions.

The Special Programs Manager i) oversees the governance and management of the security protection for research projects, including their programmatics, a service to manage resource allocations and schedules, Program Office to Portfolio Office engagement, and the supervision of 6 to 9 staff; and ii) supports processes for initiating new projects within the program.

The result will be management systems and an initial Program Management Office (PMO) function. PMO functions will grow to support new project on boarding (start-up), project impact delivery (project off-ramp or closure), and the management of new facilities infrastructure projects.

They will:

- Work with considerable independence and will be accountable to perform and achieve very complex program management duties;
- Plan and manage a range of human and physical resources and exercise the associated people and financial responsibilities;
- Be accountable for planning and managing allocated resources, setting program priorities, workflows, work area strategies and evaluating business outcomes; and
- Be accountable for the development, implementation and monitoring of program strategies, plans and risks, enabling delivery and reporting on the requirements and expectations of the management of Defence assets.

We operate in a classified environment and provide security, workplace health and safety, and infrastructure support for DSTG’s research facilities. This enables the R&D projects by DSTG scientists to develop technology for advanced Defence capabilities.

We also advise and support the R&D projects provided by industry, academia and other external research organisations for the program. Our team grips up the various projects, to concentrate on the overall program to operationalise R&D and realise impact for Defence capability.

You will be able to proactively analyse the security operation standards and requirements for facilities, and co-design with stakeholders the systems and services to support governance and access. Using your knowledge of Project, Program, Portfolio Management, you will establish a Program Management Office that implements your system design for operations and security assurance of facilities.

This will include managing a team of staff that deliver services and security for facility users (i.e. DSTG scientists and technologies). You and your team’s performance is measured by facilities (including the ICT) maintaining their annual accreditation assessments.

The multiple projects utilising your facilities forms a program, where you and your team will manage certain enabling aspects. You will be able to think strategically to balance competing demands on resources, forecast future demand, and respond by progressing projects to expanded or build new facilities.

As a Program Manager, you will build on-ramp and off-ramp processes, respectively for new and retiring projects. These will aim to optimise intended project impact, whilst maintaining the expected security standards. You will use your risk management skills to enable facility users to conduct activities within the security framework.

**Please note**: The successful applicant will be required to undergo a psychological assessment and an extensive security clearance process. As a Positive Vetting clearance is required, applicants must be an Australian citizen (and it is desirable that they do not have dual citizenship); be able to account for their personal background for their whole life; and be able to demonstrate suitability to work in a high security environment.
