Key duties and responsibilities
- Prepare high level strategic analysis and advice to assist the Director, Executive Director and Deputy Director-General to advise the Minister, Director-General, and senior management. Lead strategic policy projects including the development of Cabinet submissions, Cabinet Budget Review Committee submissions, policy papers and briefings, and evaluation frameworks to enable Government to deliver its Child and Family Reform Program and renewal agenda. Research and advise on contemporary policy and legislative frameworks, based on evidence and best practice locally, nationally and internationally. Involvement in developing and maintaining the department's research partnerships and strategic research agenda. Develop and maintain productive partnerships with a range of stakeholders to ensure successful negotiation on strategic policy and legislative matters. Develop effective service system responses and represent the unit on committees and working groups. Lead a strategic policy team to meet all elements of its work program on time and within budget while building the capacity of team members. Manage the Policy and Legislation team's Cabinet and Parliamentary work program, consistent with Government commitments and directions set by the Minister and Director-General, meeting all deadlines and performance requirements. - General to represent the department in whole of government and intergovernmental forums and negotiations, undertake policy analysis specific to budget and policy initiatives at both Commonwealth and State levels to ensure that Queensland's interests are secured, and that vulnerable Queenslanders receive their fair share of Federal funding and support.
Reporting RelationshipsThe Manager reports to the Director, Strategic Policy and Legislation, and directly supervises a small team of policy officers to provide high level strategic advice to support the Minister, Director-General and senior management.
Role specific/technical skills
- Experience of strategic policy and Cabinet processes is desirable. An understanding of the drivers of disadvantage resulting in the overrepresentation of Aboriginal and Torres Strait Islander peoples in the child protection system.
