About us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of the role The Estimates team provides senior liaison and support to the Office of the Minister for Fire and Emergency Services and Commissioner, QFES through the provision of ministerial, executive and corporate communications services, and providing high standard correspondence and government briefing documentation in a timely manner. Reporting to the Executive Director, you will be a key member of the team managing the Estimates Committee Hearing process and working closely with senior managers, staff, volunteers, partners and external stakeholders to deliver the QFES Estimates preparation process to ensure the Minister and the Commissioner are fully prepared for these hearings and briefing material provides information on any question that could arise from a statement, budgetary figure or note appearing in the budget papers and aligns with whole-of-government, departmental and divisional objectives. Key requirements Highly desirable requirements - Knowledge and/or experience in parliamentary and machinery of government and/or estimate committee processes. Your key accountabilities Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to: - Lead and manage the QFES Estimates preparation process through analysis, design and implementation of best practice approaches, policy, procedure and guidelines. - Deliver appropriate support services to the Minister, Commissioner and senior executives to develop draft topic lists and coordinate briefing material to ensure they are fully prepared for estimate hearings. - Provide professional advice and guidance to senior management on appropriate procedures and practice to ensure governance, compliance and continuous improvement in relation to processes. - Research and prepare complex submissions, briefs, reports and correspondence relating to the QFES Estimates preparation process in accordance with departmental requirements. - Establish and maintain collaborative networks and partnerships with key internal and external stakeholders to promote positive outcomes. - Represent QFES at meetings and in dealings with the Minister's Office, Commissioner's Office and Estimates Committee staff to develop timeframes, guidelines and templates for the committee process. - Manage and oversee the Estimates preparation process as a project to ensure timeframes and deliverables are achieved and provide appropriate supervision and direction to subordinate staff.
