**About Early Childhood Outcomes**
The Early Childhood Outcomes (ECO) Division is leading once in a generation improvement to early childhood education and care in NSW. New reforms will reduce costs for parents, increase accessibility to childcare places and improve child outcomes through universal pre-Kindergarten.

**About the Role**
This role will help to design and deliver the Childcare and Economic Opportunity Fund to improve access to affordable childcare and facilitate parental economic opportunities in areas where this is most needed. The Childcare and Economic Opportunity Fund has now been approved in legislation, providing transparency and accountability on how the Government establishes and implements the Fund to improve the accessibility and affordability of quality childcare.

Within this legislation is the establishment of the Childcare and Economic Opportunity Fund Board, which will include 5 members responsible for developing Strategic Investment Plans for the Fund’s activities and to develop and administer the programs set out through the Plans. In addition, the legislation requires the Government to produce an annual report, tabled in Parliament, which will report on the activities of the Fund for that financial year, along with the Independent Market Monitoring Report.

A new team to provide Secretariat support to the Board and lead Reporting for the Fund is being established, and the Manager, Secretariat and Reporting, will lead this team. The Secretariat function will include helping to set the agenda for the Board, identifying and commissioning work and analysis required for the Board, establishing and supporting sub-committees as required for different areas of work. The Reporting function will lead the production of the Annual Report, and other reporting for the Fund. This is a senior role that will be critical to helping set the Fund’s Secretariat and reporting framework with a strong focus on minimising risk and achieving positive outcomes and objectives.

**Key responsibilities of the role will include**:

- Managing the Fund Secretariat, including driving the overall meeting agenda and ensuring governance processes are in place
- Leading the development and delivery of the Fund’s annual report
- Establishing and managing the Secretariat and Reporting team and its business processes
- Developing productive relationships with stakeholders to ensure prompt and accurate advice to the Board, annual report and other reporting and Secretariat activities
- Ensuring adherence to governance, compliance and reporting requirements and best practices.
- A proven ability to provide strategic advice to board members and executives
- A proven ability to prepare public reports
- Strong organisational and project management capability, including the ability to supervise teams and multiple projects
- Strong knowledge of compliance and reporting obligations
- Excellent interpersonal and relationship management skills and experience
- Experience in managing complex and sensitive issues
- Experience working in a large or complex organisation
- Appropriate tertiary qualifications in a relevant discipline such as economics, education, business, management or social sciences, and/or equivalent knowledge and experience
