About us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of the role The SES Volunteer Support unit is a volunteer-focused team with the specific intent of sourcing and coordinating opportunities for best practice and to help transform QFES volunteerism into an adaptive, modern workforce by empowering community capability and developing close partnerships with other volunteer organisations, local government, research institutions and community groups. The unit is responsible for both the internal and external SES Grants programs as well as the governance requirements associated with SES Support Groups and Gift Fund. Reporting to the Program Manager, you will be a key member of the team contributing to the development and implementation of the SES Support Group Framework. You will assist with the end-to-end administration and/or promotion for all support group establishments, whilst ensuring compliance governance principles. You will also assist with the review and implementation of statewide project initiatives, practices, policies and procedures relating to SES support groups and SES funding programs. Key requirements Highly desirable requirements - Knowledge and/or experience in a program and project management environment - Knowledge or experience in financial procedures and data administration. - Knowledge and understanding of the governance requirements and best practice associated with incorporation under the Associations Incorporation Act 1981 (Qld). - Knowledge or experience with tax-deductible donations processing. Experience as a volunteer or with volunteer organisations. Special requirements - The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award - State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday. - Capacity to work on night and/or weekend to suit an SES volunteer environment. Your key accountabilities Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to assisting to: - Contribute to the implementation of strategies for the management, development and support of the SES Support Group Framework and governance processes to meet organisational objectives. - Maintain databases to ensure information is current and accurate, including liaising with support groups and providing Help Desk services to assist and inform members in meeting framework and incorporation requirements. - Manage the SES Gift Fund as a deductible gift recipient public fund to ensure compliance with all policies, procedures and financial reporting. - Assist in the preparation and review of reports, briefings, submissions, and correspondence on matters relevant to program initiatives and issues, in accordance with departmental requirements and governance. - Liaise and maintain effective working relationships with key internal and external stakeholders to manage the development and review of the framework implementation to ensure delivery of best practice strategies and solutions. - Assist with SES grants and funding programs to meet contractual obligations and funding arrangements including invoice processing, audit reporting and acquittal management in line with departmental and legislative requirements. - Participate in and assist with planning projects, and work collaboratively in a team to ensure positive outcomes and deliverables are met within agreed timeframes, cost and quality.
