About us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of role Emergency Management Training delivers quality disaster management training curriculum products and services and provides a holistic approach to the capability enhancement of disaster management stakeholders through the management of the Queensland Disaster Management Training Framework in accordance with s.16A(c) of the Disaster Management Act 2003 (the Act). Reporting to the Director, you will be responsible for providing high level direction and leadership to a multi-disciplinary team ensuring the effective performance of responsibilities and requirements of s.16A(c) of the Act; the professional development of staff responsible for the delivery of disaster management training; and the integration of agency-specific disaster management capability development programs within QFES. Key requirements Highly desirable requirements - Knowledge and experience or qualifications in training and education and/or disaster management will be highly regarded. Your key accountabilities Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to: - Lead the development and implementation of best practice disaster management training frameworks, policy, governance, risk management and technical controls. - Lead and manage the development, implementation and ongoing evaluation of best practice disaster management education, training and capability development products and services. - Identify current and emerging issues that impact upon disaster management activities and implement complementary training and development strategies. - Provide strategic advice and support senior executives and local government agencies regarding disaster management education, training and capability enhancement. - Negotiate, consult and manage key strategic partnerships with a range of internal and external stakeholders, including representing QFES on high level committees and working groups. - Prepare, review and provide high level reports, briefing papers and correspondence for senior management as required. - Undertake management activities including operational and strategic planning, workflow and quality management, utilising human, financial, including budget management and other resources. - Lead and manage a multi-disciplinary team, fostering positive teamwork and assisting in the ongoing development of staff through performance, planning and review.
