About the role
**This is a Fixed Position until 01/04/2026**
- The HVDSR program is focused on improving heavy vehicle driver competencies and road safety outcomes through the implementation of an updated National Heavy Vehicle Driver Competency Framework. These reforms are designed to ensure that drivers are equipped with the necessary skills and behaviours to operate safely and responsibly on Victoria’s roads.
- The Heavy Vehicle Provider Project Lead plays a key role in the successful delivery of the HVDSR program. Reporting to the Manager Driver Licensing Services you will work closely with the HVDSR project team and the heavy vehicle Accredited Heavy Vehicle Providers (AHVP), as a critical role within the project responsible for implementing the HVDSR initiative.
- In this role, you will support the Registration and Licensing Management and VicRoads joint venture teams by leading engagement with the heavy vehicle industry to inform project decisions. You will work closely with AHVPs to gather insights, understand business needs, and identify opportunities for improvement. Your contribution will help ensure the HVDSR project is aligned with industry expectations and delivered on time, within scope, and on budget.

**Key Selection Criteria**
To be successful as the HV Provider Project Lead, you will need strong stakeholder management skills to build productive partnerships and deliver outcomes that reflect a deep understanding of stakeholder needs and organisational contexts. Clear, confident, and impactful communication is essential, particularly when navigating sensitive topics and engaging diverse audiences.
- You will demonstrate applied expertise in project delivery, defining and coordinating work to meet key milestones while adjusting plans as needed. The ability to lead change is critical—guiding teams through transformation, removing barriers, and ensuring buy-in through effective coaching and communication. A solid grasp of business and commercial acumen will support your decision-making, especially in managing vendor relationships and ensuring value-for-money outcomes.
- Proficiency in data analysis is also important. You should be comfortable using data to inform decisions, including advanced Excel functions, pivot tables, and visualisation tools. Your ability to work with structured data under expert guidance will support effective project outcomes.

Position accountabilities
- Build and maintain strong working relationships with Accredited Heavy Vehicle Providers to ensure alignment with the HVDSR project objectives and the delivery of consistent, high-quality outcomes.
- Gather and analyse feedback and data from Accredited Providers and other stakeholders to inform strategic planning, program development, and project opportunities.
- Collaborate with Accredited Providers and internal teams to understand operational and training needs, translating them into clear and actionable project requirements.
- Support project governance by identifying risks and providing insights into current Accredited Provider practices.
- In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities

Qualifications and experience
**Mandatory**
- Relevant experience similar to the role

**Desirable**
- Strong communication and negotiation skills and the ability to present complex information in a digestible form.
- Proven ability to develop and maintain strong partnerships with key stakeholders.
- Demonstrated knowledge and experience in driver licensing, regulatory reform, or heavy vehicle sector.

**ROLE SPECIFIC REQUIREMENTS**
- If a driver license is held, it must be current and valid, free of serious driving convictions for a period of time specified in the relevant regulations.
